POSITION:                 Department Clerk III -- Commonwealth Clerk

                                    Full-Time, 80 hours per pay

                                   

DEPARTMENT:         Treasurer's Office

                                    Venango County Courthouse Annex

 

PAY GRADE:             SEIU PAY GRADE 8

                                    $10.85/hr.

GENERAL DESCRIPTION:

  • This position is responsible for performing bookkeeping duties pertaining to multiple licenses issued in the Treasurer's Office as well as, but not limited to, filing state monthly reports and maintaining records pertaining to same.

SUPERVISION EXERCISED:

  • None.

SUPERVISION RECEIVED:

  • Receives occasional instructions and supervision from County Treasurer / Deputies through assignment of work, informal discussions, meetings and review of work completed.

     

EXAMPLES OF DUTIES/RESPONSIBILITIES:

  1. Serves customers at the counter answering a variety of questions pertaining to the Laws of the Commonwealth governing the issuing of Hunting, Fishing, Furtaker, Bingo, Small Games of Chance, Temporary Boat License and Sportsman's Firearm Permits.  Must also be able to answer questions concerning County Real Estate Taxes for the cities of Franklin and Oil City as well as Per Capita Taxes for Franklin.
  2. Issues all licenses the Treasurer's Office is responsible for in addition to auditing all licenses as they are received; files all license applications; maintains inventory of license supplies and requisitions replacements as necessary.
  3. Performs data entry on the computer with responsible accuracy and speed.
  4. Prepares a variety of statistical monthly reports for the Commonwealth as well as the Sportsman's Firearm Reports.
  5. Balances with all monies paid in to the County for licenses issued and prepares monthly checks to the County and the State.
  6. Notifies Small Games of Chance and Bingo License holders when their licenses are about to expire.
  7. Types and files miscellaneous departmental correspondence, reports, news releases. 
  8. Answers phone and screens incoming calls.

     

QUALIFICATIONS:

EDUCATION:

  • Must possess a high school diploma or the equivalent.

EXPERIENCE:

  • Two years of experience in general clerical work with experience in computers such as Word and Excel.  Or any equivalent combination of education and experience.  Knowledge of POS System for State Programs preferred.

CLEARANCE:

  • Must not appear on Preclusion Lists as defined by "Pennsylvania's Medical Assistance Bulletin 99-11-05 Provider Screening of Employees and Contractors for Exclusion from Participating in Federal Healthcare Programs."

PRE-EMPLOYMENT DRUG SCREENING:

  • Must successfully complete pre-employment drug screening.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • Must possess ability to record, convey and present information, explain procedures and follow instructions.
  • Must be able to sit for long periods throughout the workday, with intermittent periods of standing and walking and occasional periods of bending, twisting, stooping, reaching as necessary to carry out essential job duties.
  • Dexterity requirements range from coordinated movements of fingers/hands for typewriter and computer, to simple dexterity of feet/legs/torso as necessary to carry out job duties.
  • Sedentary work, with occasional lifting/carrying of objects with a maximum weight of twenty pounds.
  • Must be able to cope with the physical and mental stresses of the position.
  • Must be able to move frequently throughout the work day as needed to carry out essential job duties.
  • Must be able to pay close attention to details and concentrate on work.
