If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Analyzes data consistent with the applicable tax laws and regulations to resolve and process all types of difficult and complex issues/problems for Appeals and Counsel Cases. Analyzes restricted interest rates, limitations, periods covered, allowances, over assessments, as well as potential over-assessments which result from application of one or more sections of law. Applies the relevant sections of the Internal Revenue Code and Regulations to determine tax liability. Analysis often requires the AARS to verify complicated conditions such as those affecting taxpayer's account history and credit availability, and to analyze various tax computations and adjustments to previous tax determinations. Analyzes and interprets transcripts and other documents and relevant databases to effect problem resolution. Assists customers and their representatives by addressing their inquiries and responding to their issues. Contacts customers and their representatives to gather and analyze information, define Appeals functions and procedures, explain the basis for adjustments and settlements, and resolve problems. Assures appropriate case actions. Develops, analyzes, and evaluates information involving the research of records and the nature of each inquiry including the way it was presented in order to inform and advise, answer inquiries, or resolve problems related to the unique circumstances of each individual or fulfill regulatory requirements. Analyzes internal customer inquiries to provide technical and procedural information through the customer service line and AARS-specific email accounts. Performs other duties as assigned. Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management. File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on. Obtain and use a Government-issued charge card for business-related travel. The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages. This is a bargaining unit position. Tour of Duty: Day Shift, Monday - Friday; 8:00am - 4:30pm. Alternative work schedule, staggered work hours or telework may be available. Relocation expenses - NO. Qualifications You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-09 You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience with business practices, standard accounting principles, and Federal tax laws, and conducting comprehensive analysis of account matters; Experience analyzing systems and using fact-finding techniques. Experience in applying pertinent parts of related regulations and procedures to account issues to resolve cases. Experience using Online systems, transactions and command codes, technology to research taxpayer's/customer's account circumstances and tools to resolve taxpayer/customer inquiries. Experience in communication techniques to work effectively with taxpayers/customers, representatives and team members to gather and explain complex information. OR You may substitute education for specialized experience as follows: Master's or equivalent graduate degree in an accredited college or university or 2 full years of progressively higher level graduate education leading to such a degree in a related field of study such as business administration (finance, accounting, auditing, marketing and business law) law, economics, criminology, political science, government, social science, communications, psychology, public administration or other related field. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR LL.B. or J.D., if related. OR You may qualify by a combination of experience and education. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
