Job Description:

This position is within a multi-disciplinary team of Data Scientists, Economists, Policy Experts, and Medicaid Subject Matter Experts. The Senior Research Data Scientist will work cross-functionally as a strategic partner to define priorities and develop project roadmaps in synergy with team members. This position will be responsible for development and study design activities through fast iterations in a healthcare environment by creating, reviewing, and maintaining statistical analysis plans, providing data interpretation and generating reports in support of proposed research questions. The Research Data Scientist will conduct in-depth data mining to evaluate health insurance payers’ vulnerabilities, define detailed data exploration and analytical protocols, and have a strong statistical background to generalize methodologies. The Research Data Scientist will provide quality review on statistical analysis and programs plan to ensure consistency with protocol and adequacy to meet objectives defined in protocol, by collaborating with other statisticians and programmers to identify potential data problems from analytic queries and to take appropriate action to guide the resolution process. This position requires study design methodology, documenting analyses, creating summaries and presenting written and verbal results to internal and external stakeholders.

Interpretation and application of state and federal guidelines applicable to assigned project work. Identify health care policy implications based on research findings; incorporates these recommendations into descriptive and technical reports. The Research Data Scientist will effectively communicate statistical and data-related concepts to non-statisticians (managers, researchers in other fields, etc.). This team member will be called upon to lead or co-lead small project teams as necessary Responsible for execution of the strategic, tactical, and operational leadership of the project. The role includes developing and implementing strategic initiatives; leading enterprise change management; fostering collaborations with the external stakeholders within the Medicaid agency ; and advising on policy, procedural and operational issues within for the project. Present at conferences and lead publications. Develops timelines and assists with budgets and staffing decisions for assigned projects. Serves as the lead stakeholder contact and expert, and as the lead analyst for the project or leads a team of analysts . Ensures timely completion of deliverables. Regularly updates the director on progress.

Participate in hiring and supervision of other Data Scientists and/or analysts. Supervise and train/guide new analyst(s)

Expected Salary:

$120,000 - 132,000; commensurate with experience.

Minimum Requirements:

A Bachelor's degree in data science, statistics, bioinformatics, analytics, or similar field and seven years of experience; Master's Degree in data science, statistics, bioinformatics, analytics, or similar field and five years of experience; Doctoral Degree in data science, statistics, bioinformatics, analytics, or similar field and three years of experience.

Preferred Qualifications:

Master’s Degree in Statistics, Computer Science or related field.

7+ years of experience in statistical and computer-science related field(s)

5+ years client relation activities, ingesting and synthesizing customer requirements and effectively communicating complex healthcare analytic outcomes to client satisfaction Expertise in medical terminology and all healthcare coding systems (e.g., ICD-10, CPT, HCPCS, DRG and the like)

Experience in datamining large payer databases with diverse health care benefit structures for Federal and State public plans

Excellent written (in English) and oral communication skill. Ability to prepare documentation for internal project reports, reports to stakeholders and the public, and scientific publications in peer reviewed journals. Strong supervisory experience leading project teams and/or mentorship ability guiding new analysts. Ability to communicate technical outcomes with a high degree of detail and precision to technical audiences, while at the same time being able to communicate those outcomes to non-technical audiences in an approachable and understandable manner.
