The Contract Analyst serves as a senior member of a project team in support of the U.S. Department of Energy (DOE) Office of the Chief Information Officer (OCIO). This position provides an expert level of functional knowledge to assist the Contract Planning, Administration, and Execution Support to the Acquisition Management Office. Applicable functional areas include acquisition management, business process, quality assurance, organizational planning, financial management, acquisition logistics, configuration and data information systems, major enterprise-wide technology deployments, or strategic enterprise infrastructure redesign.

Essential Duties and Responsibilities:

  • Performs analysis of current customer mission requirements, and current business processes, tools, and technologies to identify and document improvements to optimize customer productivity and customer satisfaction.

  • Responsible for the correct processing of DOE special/compartmented labor contracts and enterprise agreements.

  • Assists in the development and administration of BPA, T&M, Labor Hour, Fixed Price, Cost Reimbursable/Award Fee type Subcontracts, Non-disclosure Agreements and Teaming Agreements consistent with government client requirements in accordance with contract requirements, review and interpretation of FAR/DFAR procurement policies and procedures.

  • Coordinates, develops, and produces contract documentation such as subcontracts, NDA and TA agreements, modification task/delivery orders, solicitations, estimates, cost/price analyses, negotiation memorandums, justifications, determinations, special contract provisions, representations and certifications and correspondence.

  • Provides contracting support, coordinating pre-award contract proposal functions and helps support decisions regarding contract management approach with supervision, and coordinate the contract proposal process.

  • Supports post-award subcontract management, ensuring compliance with required performance criteria and create and implement effective acquisition strategies.

  • Advises management of potential improvements or new approaches.

  • Ensures contract requirements are met, monitors cost status, assists in cost management, and coordinate issue resolution with customers.

  • Interfaces and coordinates with contractor/subcontractor, intercompany, interdepartmental, and internal department personnel.

  • Serves as a resource for team members and clients. Helps to ensure an effective and positive work environment by establishing and maintaining cooperative working relationships.

  • Performs all other position related duties as assigned or requested.

Education/ Experience:

  • Bachelor’s degree in a related field of study. Must meet minimum years of experience requirement as specified below.

  • Must have a minimum of 3 years’ relevant experience in management of programs.

  • Program/ Project Manager – Level II (required degree + 3 years of experience)

Certificates, Licenses, Registration:

  • U.S. Citizens only due to government or federal requirement

Job Specific Knowledge, Skills, Abilities:

  • Experience in and knowledge of the Federal Acquisition Regulations (FAR) and (DFAR), Agency FAR supplements and Cost Accounting Standards (CAS).

  • Experience with industry methods for process improvement, organizational design, or performance optimization.

  • Effective Customer Service and management skills/capabilities; including a demonstrated ability to work cross-functionally (internally) and/or externally.

  • Strong project management, strong senior client engagement, solutions development.

  • Excellent organization and time management skills with ability to handle multiple priorities.

  • Exceptional analytical and problem-solving skills with ability to assess business requirements.

  • High level of proficiency in briefing managers and communicating recommendations regarding status of project

  • Excellent verbal and written communications skills

  • Superior customer service and relationship management skills

  • Ability to effectively interact with management and staff at all levels within a multi-level organization.

  • Ability to proactively identify problems and effectively respond.

  • Demonstrated integrity and professionalism.

  • Excellent computer skills with advanced proficiency in Microsoft Office programs (i.e., Access, Excel, Word, Outlook)

  • Proven ability to perform under pressure and to adjust plans to meet changing needs and requirements.

  • Broad conceptual judgment, initiative, and ability to deal with complex issues.

  • Ability to effectively work both individually and in a team environment.

  • Public Trust clearance

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
