Responsibilities Serving as a Program Analyst GS-0343-9 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Mission and Readiness Support Directorate (MRSD). The primary purpose of this position is to serve as a Program Analyst. This position is responsible for providing support to the Assistant Director (AD), MRSD, by providing confidential advisory services and key administrative and managerial duties related to MRSD. This position advises and provides key assistance to the AD and other staff in a variety of complex and sensitive managerial and administrative matters essential to the MRSD's efficient operation. Typical duties include: Researching, analyzing, and compiling data to accurately assess or respond to a variety of administrative issues related to MRSD programs. Assisting in the evaluation of multiple division and staff responses and determines adequacy of response. Recommending additional coordination, elimination of unnecessary coordination, and possible solutions to action officers. Consulting with staff principals to determine and correct inaccuracies or inconsistencies in relevant documents, texts, manuscripts, tables, or charts Serving as the AD's key liaison between the staff of other executive level directorates, departments, bureaus, agencies, and other organization's headquarters-level officials. Developing and implementing procedures designed to improve staff administrative effectiveness, automating and streamlining procedures wherever possible to serve the MRSD's best interests. Serves as the authority on regulatory correspondence. Developing and maintaining automated tracking systems for action assignments, establishes and monitors workflows, and updates or prepares assignments and responses for the AD's review Participates in a variety of MRSD meetings on important and often sensitive issues and projects, and tracks matters of special concern, e.g. MRSD staff meetings, budget meetings, and conferences or teleconferences requiring the AD's involvement. Facilitating the publication and processing of MRSD administrative level policy and procedures at FLETC and assists agency representatives, ADs, Division Chiefs, and Branch Chiefs in addressing problem areas on administrative matters that arise during implementation and compliance activities. Researching and analyzing historical files and data to develop clear and concise presentation of facts and materials. Recommending and developing information systems and statistical analysis. Refines and improves reports and methods of reporting. Developing systems for control and access to office records and files within the MRSD to achieve sound management practices regarding maintenance and disposition of files. Specialized Experience: You qualify at the GS-09 grade level if you possess one of the following: One year of specialized experience, equivalent to the GS-07 grade level in Federal service, that demonstrates the ability to perform a wide range of sensitive and complex administrative functions; coordinating and scheduling the supervisors appointments and conferences without prior clearance; composing and screening a variety of correspondence; serving as liaison between the supervisor and various offices, bureaus, agencies, and organization officials; obtaining office supplies and services; maintaining resources and records; developing a system for control and access to office records and files; tracking data and monitoring action items to ensure ability to meet imposed suspense dates; coordinating responses from subordinate offices; and maintaining suspense files for recurring requirements to ensure timely action and response; OR A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D.,OR A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement.
