About the Work Unit

This position works in the Colorado Department of Transportation's (CDOT's) Region 3 Materials Unit in Grand Junction, CO. The Unit provides materials related guidance and direction in preconstruction and construction activities from project inception to closure including providing guidance on CDOT procedures to CDOT, consultant and Local Agency (LA) personnel; manages surface treatment asset funds; performs drilling to determine existing roadway structure and provides materials recommendations and specifications for region projects; performs independent assurance testing to ensure project materials testers perform materials testing in accordance with contract requirements, as required by the Stewardship Agreement; performs laboratory testing of soils, aggregate base course, asphalt and concrete, in accordance with CDOT and The American Association of State Highway and Transportation Officials (AASHTO) requirements; ensures CDOT documentation process complies with State, Federal and contract requirements and audits quantity documentation for Region 3's approved and budgeted construction projects. Provides engineering and administrative support to Region 3 (R3) Resident Engineers, Program Engineers and the Regional Transportation Director.

About the Position

The Engineering Tech II, Local Agency Materials Documentation Coordinator checks materials documentation on local agency projects during preconstruction, construction, final review and project closure, to ensure conformance with the Field Materials Manual and other contract documents.

Major duties and responsibilities will be performed under the supervision of a licensed professional engineer

Local Agency Materials Documentation Review

  • Provides support for Region 3 Resident Engineers by scheduling and conducting field and electronic audits of active local agency construction projects to evaluate interim and final materials documentation.

  • Determines whether items need additional testing or documentation to comply with CDOT requirements, in accordance with the Field Materials Manual (FMM) and other applicable processes and manuals.

  • Promptly communicates with project staff and the Resident Engineer to ensure testing and documentation requirements are met.

  • Provides guidance and training on materials testing and materials documentation to construction project staff.

Local Agency Project Materials Tester Support

  • Provides support for Region 3 local agency project materials testers to help ensure testers are performing adequately, and assists in determining procedures/actions to correct unsatisfactory performance.

  • Orients testers to CDOT testing and documentation requirements per the FMM.

  • Provides guidance and minor training on materials testing and materials documentation to construction staff.

  • Ensures testers are properly reporting failures of materials on projects.

  • Ensures testers are communicating with CDOT Independent Assurance (IA)testers to fulfill IA requirements.

  • Assists the lab manager and finals administrator to provide recommendations to the testers, Project Engineers, Resident Engineers, Region Materials Engineer, and consultants regarding exceptions, deficiencies and improvements.

  • Assists with and reviews the materials quality assurance payment programs such as asphalt and concrete quality incentives/disincentives and also price reductions for materials. Provides the results of the reviews to the Project Engineer, Resident Engineer and other appropriate project staff.

  • Participates in audits by CDOT, State, and Federal Highway Administration (FHWA) auditors.

  • Assists testers in setting up files for the project, provides guidance on scheduling testing, and assists with training testers in using CDOT’s Laboratory Information Management System (LIMS) as needed.

Materials Testing, Region Labs and Unit Support

  • Conducts and provides materials testing on construction projects, such as small Traffic projects, which do not have an assigned materials tester, and provides support for the Region 3 Materials Lab and the Region 3 Independent Assurance Testing Lab as needed including assisting with Independent Assurance and Region Laboratory materials testing, transporting samples, training, coring, drilling and logging, equipment calibration, and reviewing calculations.

  • Provides Region Laboratories/Unit support in audits, lab inspections, testing, equipment procurement and maintenance, and round robin processes and procedures.

  • Provide support in administrative and operational tasks, such as necessary paperwork, consultant task orders preparation, SAP functions, budgets, meetings and trainings preparation, coordination, and/or attendance, and other miscellaneous functions for the materials unit/organization.

Materials Finals Submittals

  • Organizes and maintains materials finals submittals.

  • Ensures that material finals are submitted and reviewed to comply with FHWA/CDOT Stewardship agreement and CDOT Specifications within a timely manner.

  • Tracks and files the project plans, specifications, and materials finals after completion of materials finals per the Materials Unit policies.

Work Environment:

  • Daytime hours Monday - Friday.

  • 50% of time is spent in the office and 50% in the field.

  • Daytime travel during working hours to project sites, other CDOT locations, meetings and trainings.

  • Occasional overnight travel to visit remote projects

  • Required to drive CDOT vehicles.

  • Exerts up to 50 lbs. of force occasional­ly, and/or up to 20 lbs. of force frequently, and/or up to 10 lbs. of force regularly to move objects.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

  • High school diploma or GED

  • AND at least five years (5) years of experience assisting with or conducting materials testing and completing/ensuring documentation or monitoring/inspecting construction projects and completing documentation.

  • Three (3) of the five years must have been assisting with or conducting materials testing.

Substitution:

College or university coursework in Civil Engineering, Civil Engineering Technology, Construction Management or a closely related field may be substituted of the required experience on a year-for-year basis. If applying under Substitutions, youmustprovide a transcript with your application.
