Reference #: 4496895 THE POSITION The Pennsylvania Liquor Control Board (PLCB) is seeking a highly motived and specialized candidate with investigative experience for the Bureau of Licensing, Licensing Investigations Division. The candidate selected will conduct regulatory reviews within an assigned geographic area to determine applicant compliance with the Liquor Code and related laws and regulations when applying for a new license, a license renewal, reconciliation of requested change to licensed status, or transfer of ownership of a licensed establishment.

DESCRIPTION OF WORK

In this LCB Licensing Analyst 1, you will conduct licensing investigations for the Bureau of Licensing, Region 2 Investigations, headquartered in Lehigh County, and have ample opportunities for career advancement. You will conduct on-site inspections and prepare detailed reports of licensed and proposed premises to be licensed to determine if the structure, seating area, and other factors meet the requirements of the Liquor Code and other applicable regulations. Experience variety and collaboration in your work as you travel to attorneys' offices, applicants' premises, licensed establishments, or other locations to interview applicants, corporate officers, or managers.

You will have the opportunity to assist those making applications to the Board by answering procedural questions and reviewing applications and support documents for completeness prior to preparing and transmitting the investigation report to Central Office for evaluation. Additional responsibilities the examination of statements of applicant's assets and liabilities including bank accounts and other investments, reviewing the sources of funds to determine any possible involvement in illicit activity, and fully investigating any adverse pecuniary interest which may affect eligibility for a license.

Additionally, you will consult with various governmental agencies to ascertain any local regulatory requirements, such as zoning restrictions, and determine each applicant's compliance with same. Research is essential to review deeds and verify ownership of property containing a premise licensed or to be licensed and frequently involves travel to county offices of public records. You will also evaluate lease or sales agreements to ascertain the continuity of property ownership and occupation.

Work Schedule and Additional Information: Full-time employment, 40 hours per week. Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 30-minute lunch. This is a home-headquartered position, therefore you will have the opportunity to work from home (telework) full-time.  Residency within Lehigh County is required, there is no telework option for individuals that live outside of these areas.  In order to telework, you must have a securely configured high-speed internet connection. QUALIFICATIONS Minimum Experience and Training Requirements: An associate's degree; or Two years of technical inspection experience; or Two years of experience involving the review of financial documents to determine the origin of funds. Applicants will be considered to have met the educational requirements once they are within three months of graduating with a qualifying degree/credits.

Other Requirements: This particular position also requires you to reside in Lehigh County or relocate to this area with 60 calendar days of the start of employment. Legal Requirements: You must pass a background investigation.  An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code.  Other criminal convictions will be reviewed on a case-by-case basis.
