Dakota County Adult Assistant Probation Officer - Community Based in Hastings, Minnesota

General Description POSTING TYPE: Open Competitive DEPARTMENT: Community Corrections HOURS: Monday Friday; 8:00 AM - 4:30 PM PREFERRED HIRING RANGE: $53,925- $60,666/annually (106 Salary Grade) SALARY GRADE: $53,925- $84,258/ annually LOCATION: Hastings UNION: AFSCME 450 CLOSE DATE: 4:30 p.m. on 5/1/2024 There are two vacancies for full-time Assistant Probation Officers. The positions are in the Jail Alternatives/Pretrial and Transfer/Intake Team at the Judicial Center in Hastings. Jail Alternatives/ Pretrial APO Responsibilities include but are not limited to: managing the Work Release Program including screening work release program applications, approvals for release from the jail, managing inmates employment schedules, serving work release violations, and conducting employment site visits. Supporting jail alternative programs such as Sentence to Service and Community Work Service by processing orders, screening clients for appropriate programs, setting up and conducting orientations, engaging clients in programming, coordinating schedules and managing due dates, and conducting site visits. Providing support to the Pretrial Release Program by conducting intakes with clients prior to release from jail, responding to communication from collateral sources, engaging clients with services/furloughs, and other administrative tasks that support these programs. The position is based at the Judicial Center in Hastings and will be eligible for a hybrid work schedule at the discretion of the supervisor once training is completed. Intake/Transfer primary responsibilities include managing the transfer caseload of roughly 1,200 clients. This includes interacting with clients face-to-face or phone and corresponding electronically. Transfer Assistant Probation Officers regularly communicate with probation officers throughout Minnesota to gather client updated information to be used for court reports including but not limited to violations and discharges. This position also manages communication using the ICOTS system. The position will be eligible for hybrid work setting (onsite and telework as scheduled) at the discretion of their supervisor once they are fully trained. Duties & Responsibilities These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions. 1. Manage and provide direct services to clients to monitor compliance with court ordered conditions and to implement the case plan. 2. Determine client eligibility for work release and other programs, makes appropriate referrals and monitors client progress. 3. Conduct intake process and make appropriate referrals. 4. Prepare reports such as progress, discharge, transfer and submit to court. 5. Assist in the preparation of violation reports for review by Probation Officers or Unit Supervisors. 6. Make collateral contacts with employers or others involved in the client's programming as necessary. 7. Manage/maintain client records. 8. Recruit, train, and interact with staff at community agencies to provide work site placements for adult clients. 9. Respond to client's questions, concerns and emergencies. ESSENTIAL JOB FUNCTIONS: This job classification exists in several units throughout the Community Corrections De artment. Because positions vary slightly from unit to unit, essential functions will be provided for specific positions when vacancies are being filled. Knowledge, Skills & Abilities and Work Environment Knowledge of MN adult and juvenile correction/law enforcement statutes. Knowledge of DHS rules/Correctional Reporting Statues. Knowledge of data privacy practices. Knowledge of and ability to implement investigative techniques. Knowledge of proper urinalysis testing and Breathalyzer procedures. Knowledge of restorative justice principles and practices. Knowledge and understanding of ethnic diversities. Knowledge of community resources and other programs available to clients such as chemical dependency programs, gambling treatment, mental health treatment, education programs, money management courses, individual counseling, and cognitive skills groups. Knowledge of victim's rights (i.e. MN Reparations Board). Investigative and critical thinking skills. Analysis and interpretation skills. Ability to work independently and as a team member within department policies and procedures. Ability to communicate effectively, both verbally and written. Ability to establish and maintain positive working relationships with clients, coworkers, law enforcement officials, judges and treatment facilities. Knowledge of and the ability to operate several complex computer systems such as MNCIS, CSTS, OnBase, Statewide Supervision System, CJIIN and Microsoft Office. Ability to resolve problems related to these computer systems. Ability to work under stress and use discretion in making decisions. Ability to advise people in crisis situations and make decision leading to crisis resolution. Ability to prioritize work according to client and agency need. Ability to assess a person's social, economic, emotional, mental, and health needs. Ability to utilize motivational interviewing and victim empathy skills. WORK ENVIRONMENT: Work is performed in a County office building. Some positions are required to travel to various County locations. All positions have a lifting requirement of up to 20 pounds on an occasional basis and 10 pounds on a frequent basis. Types of equipment used include computer, telephone, and copy and fax machines, and breathalyzer.
