DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

GENERAL SUMMARY:

Directs the management, coordination, implementation, and administration of all matters related to the operations, renovations, and construction of HHD facilities.

RESPONSIBILITIES:

  • Manages oversight and direct communications with contractors for janitorial and security services. This includes coordinating requests for special services to support Department initiatives at both HHD-owned and non-owned facilities.

  • Responsible for ensuring that HHD work orders submitted to GSD Property Management (GSDPM) are handled in a timely and competent manner. Acts as liaison with GSDPM when any facility maintenance or repair request needs to be prioritized.

  • Oversee and actively engaged in the Development, Design and Construction processes for all Capital Improvement Projects. Coordinates the preparation of creating annual Capital Improvement Project budget requests and implementing long-term Facilities planning for the Department.

  • Provides support to all HHD Program Managers, along with Furniture Vendors to develop floor plan layouts, obtain bids and purchase furniture as needed. This includes, but not limited to, coordinating, and executing minor construction projects as requested.

  • Acts as Facilities Unit Lead under the Department’s Incident Command Structure and may be called upon to act as the Department’s Logistic Chief as well; expected to be on-call 24/7 to respond to facility-related emergencies.

  • Reviews, evaluates, and selects all Real Estate transactions including new purchases, lease agreement negotiations and land transactions.

WORKING CONDITIONS

There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. The position is physically comfortable, the individual has discretion about walking, standing, etc.

MINIMUM REQUIREMENTS

EDUCATION REQUIREMENTS

Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to the activities of the division.

EXPERIENCE REQUIREMENTS

Seven (7) years of progressive professional experience closely related to the activities of the division are required, with at least three (3) of the years in a supervisory capacity.

A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two (2) years of experience.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
