DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS:

Under the direction of the division manager, the financial analyst III will maintain daily oversight over Houston Public Work's of $2.1 billion. The position requires excellent communication skills as the analyst will coordinate and communicate with various service lines within Houston Public Works. Essential Attributes include good critical thinking skills, articulate in written and oral communication, and strives to produce accurate work products.

Key responsibilities:

  • Prepare and review the annual budget submission

  • Perform analysis and forecasting of revenues

  • Assist with the preparation of the Monthly Financial and Operations Report (MFOR)

  • Reconcile balance sheet accounts on a regular basis

  • prepare and review journal entries

  • Communicate with service lines to ensure encumbrances are accurate and up to date

  • Ad-hoc projects

WORKING CONDITIONS:

The position is physically comfortable; the individual has discretion about walking, standing, etc. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.

This is a Houston Public Works Department Position at the Tier III Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS:

Requires a Bachelor's degree in Finance, Accounting, Business Administration or a closely related field.

EXPERIENCE REQU IREMENTS:

Four (4) years of professional experience in finance, economics, budget analysis or a closely related area are required.

Substitutions: Experience cannot be substituted for the Bachelor’s degree requirement. A Master's degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two (2) years of the above experience requirement.

REQUIRED LICENCE:

None.

PREFERENCES

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
