Duties and Responsibilities: The Program Manager (PM) shall direct all aspects of services that allow the organizations to operate efficiently. The PM shall ensure that all project budgets, personnel, and activities meet Department of State standards and are in accordance with the AFRICAP IDIQ and task order performance work statements requirements. The PM shall provide the Department of State any requested program or contract information and communicate regularly with the Department of State program office to discuss any anticipated challenges or concerns. The PM shall conduct assessments and engage with a wide range of stakeholders, including U.S. government agencies and offices, regional and multilateral officials, other international donors, local leaders, academics, non-governmental organizations, in order to identify critical needs of AF/RSA programs. The PM shall collect, track and maintain all information for AF/RSA programs awarded to the contractor. The PM shall develop frameworks and assessment tools to enhance the overall monitoring and evaluation of projects, travel periodically to Africa to conduct assessments, monitor and review programs, and meet with U.S. Embassy representatives and other international partners to ensure that projects are meeting their objectives and that project personnel are performing up to Department of State standards. The PM shall research and provide updates to AF/RSA on global best practices and initiatives related to strengthening security sector assistance.

Minimum Requirements : A master’s degree and at least five years of experience managing a multi-million-dollar program. An individual with military experience at O-4, O-5 level, or higher is preferred. Individual must have an understanding of the political, geographical, economic and social dynamics across sub-Saharan Africa, and have experience operating in areas with limited life cycle support and in hardship conditions.
