Shell Specialist Policy & Controls in Houston, Texas

What’s the role?

Reporting to the Manager Policies and Controls within the T&S Compliance Framework and Oversight (CF&O) team, the Specialist Policy and Controls is responsible for supporting the design, implementation and ongoing maintenance of the integrated Compliance Policy and Controls Programme to ensure compliance with global regulatory requirements, laws, expectations, compliance risks and business growth across Trading & Supply (T&S). Having such programme is a regulator requirement for the regulated entities within T&S.

The Specialist Policy and Controls is responsible to support the Manager Policy and Controls with:

  • Ongoing maintenance and review of all T&S Compliance Policies and Controls to ensure regulatory compliance.

  • Design and implement new Compliance Policies and Controls for new regulatory requirements, regulatory changes and compliance risk types.

  • Ensure alignment with other T&S and Shell policies and frameworks. For example, Shell group policies, Shell Performance Framework and T&S Op Risk framework.

  • Management of the T&S Compliance Manual.

  • Maintenance of a global inventory of existing T&S Compliance policies, guidelines and procedures, and controls.

  • Ongoing maintenance and review of all T&S Compliance policies and related controls. Ongoing review of all Line Of Defence (LOD) 2 Compliance Controls making recommendations for improvements as required.

  • Design and implementation of LOD2 Compliance Controls as a result of gaps identified through policies, external events, regulatory change or internal incidents.

  • Subject Matter Expert (SME) advice and approval for the design and implementation of LOD1 Compliance Controls.

  • Assessment of business proposal (including acquisitions) and projects for policy and controls requirements.

  • Liaise with the Compliance Regulation team to ensure the T&S Compliance Obligations Register is linked to policies and controls.

  • Development and maintenance of the Policy Exceptions process.

  • Day-to-day guidance to key stakeholders across LOD1 and LOD2 in relation to Compliance policies and controls.

  • Collaborate with relevant stakeholders in CF&O and appropriate SMEs on the updating and maintenance of existing policies, guidelines and procedures and controls as necessary.

  • Collaborate with the Solution Delivery Policy and Controls Team members to ensure seamless collaboration and integration of the solution delivery into BAU.

  • Collaborate with the Compliance Framework team.

  • Collaborate with other Compliance teams to coordinate business impact assessments, training and internal communications as required.

  • Analysing and developing policy and controls related MI/KPIs for reporting.

Shell is committed to supporting flexible working arrangements where feasible. A minimum of 3 days per week on site is expected with flexibility to work from home 1-2 days per week on average.

What we need from you

  • Must have legal authorization to work in the US on a full-time basis for anyone other than current employer

  • Bachelor’s degree with a minimum of 5 or more years of relevant experience

  • Technical knowledge and experience across a spectrum of trading compliance functional domains and knowledge of global financial regulatory compliance requirements

  • This role requires high level of technical expertise/SME knowledge

  • Some experience in developing documentation relating to a Compliance Framework, such as policies, processes, procedures, risk matrices, guidelines and manuals

  • Understanding of change and transformation, particularly in process, policy and procedure and development and implementation

  • Excellent written and verbal communication skills

  • Experience in developing documentation relating to a Compliance Framework, such as policies, processes, procedures, risk matrices, guidelines and manuals. Experience of designing specific compliance policies and controls desirable

  • Understanding of categorisation of Compliance controls and the ability to design and implement a comprehensive Compliance Controls library is desirable

  • Clear understanding of the “3 Lines of Defence” model and segregation of duties for each LOD

  • Knowledge of the global Energy markets (Gas, Power, Carbon and Oil) and markets

  • Ability to interact, collaborate and partner with a wide range of stakeholders, including businesses, other compliance teams and functions. Credible and persuasive in ensuring the needs of our complex business are fully understood

  • Demonstrates a pragmatic approach and learner mindset

The base salary range for this position is $122,000 - $182,000 per year. Individual pay will be based on various factors such as relevant work experience, education, certifications, skill level, seniority, and internal equity.

For regular full-time or regular part-time employees of the Company (participating companies as listed in the Summary Plan Description), insurance coverage options include medical, dental, vision coverage, life Insurance, Business Travel Accident Insurance, and Occupational Accidental Death Benefit programs. Employees also participate in a company pension plan and a 401(k) plan. Paid leave includes up to 6 weeks of paid vacation time, up to 11 paid holidays, and parental leave offering 16 weeks of paid leave to birthing mothers, and 8 weeks of paid leave for non-birthing parents. Additionally, employees are eligible for disability leave for up to 52 weeks at 100% or 50% of base pay. Shell also offers other compensation such financial reimbursement for adoption, wellness, education, and personal learning expenses, and some roles are eligible for discretionary long-term incentives. For interns, eligible benefits include medical, dental, and vision coverage, life insurance, Business Travel Accident Insurance, and Occupational Accidental Death Benefit programs; participation in a 401(k) plan; and paid leave for up to 11 paid holidays.
