USAID IPSA: Project Controls Manager (Contingency Hire)

KBR is looking for a Project Controls Manager (PCM) to join our team for an exciting opportunity supporting the USAID NexGen Global Health Supply Chain Program. This is a full-time position that will accommodate a hybrid remote/office work schedule, but will require occasional travel to the Washington, D.C. area and potential overseas travel. The PCM will work under the direct supervision of the Business Manager and serves as a primary point of contact for project controls management activities associated with the NextGen Global Health Supply Chain program. Must be a highly organized self-starter capable of working in a fast-paced, multi-discipline team environment with the ability to manage competing priorities to achieve goals.

Job Responsibilities

  • Oversee the projects’ cost control, change management, risk management and scheduling efforts

  • Drive effective execution of project control functions on major projects and/or a portfolio of small projects .

  • Evaluate project status and maintain effective communication with project leadership

  • Ensure that project controls systems and processes are implemented and continue to deliver accurate project status reporting.

  • Evaluate project contracts and commercial terms to ensure that the project controls’ processes are aligned to address any specific needs.

  • Interdisciplinary communications with supply chain management, procurement, operations field personnel, program management to coordinate project activities and inputs.

  • External communications with client, subcontractors, and joint venture partners for coordination on data integration and reporting.

  • Relies upon experience, interpersonal skills, and broad knowledge of project controls to ensure task completion in compliance with policies, procedures, and business strategy.

  • Review and audit cost, progress, and schedule reports

  • Collaborate with Program Management and Customer personnel to achieve financial and contractual deliverables.

  • Implement process improvement initiatives within the Project Controls group

    Job Qualifications

  • Bachelor’s degree (Finance, Business Management, Engineering or similar)

  • 10 years of experience in Project Controls, including 2 years supervisory/managerial experience

  • Preferred experience with Joint Venture projects execution

  • Experience with standard government agency reporting requirements

  • Proficiency in project finance assessments, cost analysis, forecasting, budget development, scheduling, and variance reporting techniques.

  • Experience in managing analytical and data-centric project controls.

  • Advanced skills with Microsoft Office, specifically Excel.

  • Preferred proficiency in Deltek/Costpoint, IFS and Cobra

  • Prior experience working on USAID contracts preferred

  • Preferred active PMP and/or AACE Certification or the interest/ability to achieve these certifications

Must be able to self-lead and communicate effectively to all levels of project team, including management and clients.
