Naval Sea Systems Command ADMINISTRATIVE/TECHNICAL SPECIALIST in Indian Head, Maryland

Summary You will serve as an Administrative/Technical Specialist (Purchasing Requisition Team Lead) in the Property Management Office of Corporate Operations of NAVSURFWARCEN IH DIV. Responsibilities You will serve as the Team Lead responsible for providing technical guidance to personnel in the Purchasing Requisition (1071) Branch. You will process development and technical oversight across the Purchasing Requisition Branch. You will provide metrics analyses, procurement screening oversight, and corrective actions on Navy ERP Purchase Requisitions (PR). You will be responsible for monitoring the health of procurements using a variety of Navy ERP reports and transactional codes as well as supporting other functional areas within the Property Management Office with respect to PRs. You will review business rules, procurement reports, and on-line data to ensure procurement processes are Financial Improvement and Audit Readiness (FIAR) compliant. You will monitor cardholder operations and issue resolutions, provide necessary personnel with appropriate technical guidance, operational and compliance training, and other support. You will review all related operational information and take action as necessary to enforce or adjust policy. You will be responsible for reviewing current and potential standard and local systems to determine adequacy and opportunities for improvement. You will pursue automation development efforts by acting as a leader and mentor for automation initiatives. You will develop and maintain performance and accuracy of NAVSEA metrics. You will ensure personnel are properly trained in various areas of procurement processing (i.e. creating purchases within Navy ERP, proper receipt and acceptance policies, etc.). Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience should demonstrate the following: Analyzing and providing guidance to resolve purchase requisition and obligation problems to improve effectiveness, efficiency and productivity of a purchasing requisition program.
