About the Family & Social Services Administration (FSSA):

The Division of Aging of the Family and Social Services Administration (FSSA) strives to foster networks that provide information, access and long-term care options that enhance choice, autonomy and quality of life for Hoosiers and is committed to helping Hoosiers find the information and resources they need. Our goal is to put knowledge in Hoosiers’ hands so they can make better decisions, not only for themselves but also for their loved ones.

Services are coordinated and funded through Indiana’s network of Area Agencies on Aging and include the state-funded CHOICE program (Community and Home Options to Institutional Care for the Elderly and Disabled) and administration of two Medicaid waiver programs providing home- and community-based services for older adults and individuals of all ages with physical impairments; additionally, we support the development of alternatives to nursing home care and coordinates services through the statewide INconnect Alliance network.

Role Overview:

The Assistant Director of Service Administration collaborates with and supports the Director of Access and Engagement in overseeing the Division of Aging’s provision of non-Medicaid home and community-based services (HCBS), particularly from an internal team management perspective. You will primarily support the program staff and closely collaborate with other DA teams to support grants management, contracting, compliance, and reporting with service delivery. Key duties include:

  • Assist the Director of Access and Engagement and guide the implementation of strategic initiatives relevant to DA HCBS programs.

  • Advise and consult on issues of significant policy importance; propose recommendations to improve program performance, mitigating emerging risks.

  • Manage non-Medicaid HCBS program staff.

  • Oversee the fulfillment of state responsibilities for federal and state grant funds.

  • Execute program goals of service delivery with a focus on quality and program design & development.

    The ideal candidate will possess the following skills and experience:

  • Management or leadership experience, particularly related to the supervision of a team and performance management.

  • Grants and/or program management; experience overseeing and implementing state/federal grants including the oversight of programmatic, reporting, and fiscal requirements.

  • Demonstrated initiative, integrity, and sound judgment in problem-solving.

  • Ability to translate strategic plans into action.

  • Ability to learn complex service program requirements.

  • High data fluency.

  • Preferred experience in non-profit or government health or social care programs.

  • Experience working in or with an Area Agency on Aging is desired.

    Salary:

    This position traditionally starts at an annual salary of $59,800. Salary for this position may be commensurate with education and job experience.

A Day in the Life:

The essential functions of this role are as follows:

  • Establish and monitor program objectives, KPIs, and actions to achieve them.

  • Direct, plan, or implement policies, objectives, or activities of organizations or businesses to ensure continuing operations, or to increase productivity.

  • Interpret and explain policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals.

  • Recommend and implement corrective action plans to solve program problems.

  • Prepare reports for approval, including those for funding or implementation of services.

  • Direct or coordinate the financial or budget activities to fund operations, maximize investments, or increase efficiency in the specified program.

  • Ensure program requirements meet federal and state policies and grants compliance.

  • Develop, train employees or agency consultants on program requirements and usage.

  • Coordinate and deliver communication plans and communications.

  • Serve on boards of directors and management committees.

  • Serve on management committees or other governing boards.

  • Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.

  • Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

What You'll Need for Success:

Credentials:

  • Master’s Degree with 3+ years of experience, or

  • Bachelor’s Degree with 5+ years of experience, or

  • Associate’s Degree with 7+ years of experience, or

  • at least 9+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role.

Additional qualifications:

  • Specialized knowledge in program subject matter obtained through experience and/or education.

  • Extensive knowledge of provider agencies and their programs and services.

  • Extensive knowledge of all source materials and references including federal and state laws governing the programs.

  • Ability to develop and implement new principles and policies and discern any far-reaching implications.

  • Ability to present to both internal and external customers, the public, government officials, and other stakeholders.

  • Analyzing information and evaluating results to choose the best solution and solve problems.

  • Ability to work effectively with a wide variety of stakeholders.

  • Ability to prepare monthly finance and accounting reports to maintain program budget and grants.

  • Ability to delegate work, set clear direction, and manage workflow.

  • Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.

Supervisory Responsibilities/Direct Reports:

This role may serve as a team lead for an assigned work group.
