Your Specific Responsibilities:

This position serves as the Area 4 Early Intervention Consultant (EIC) which provides direct oversight of the planning and coordination of the required training and support to the HIV/STD Counseling, Testing and Linkage training program in Area 4. The incumbent acts as a liaison with community providers, hospitals, clinics, and the state Division of Disease Control and Health Protection. Under the leadership of the HIV/AIDs Program Coordinator (HAP-C) and Disease

Control Director, this position also works in conjunction with other members of the local Disease Control team, including working closely with the Minority AIDS Coordinator (MAC) and health educators, to ensure the health and safety of the community.

Public Health Competency Domain 1: Analytical/Assessment skills

Conduct and/or ensure that HIV/AIDS 500 501, 501 Update, and rapid STD trainings are available to all persons seeking to be certified to conduct HIV testing within Baker, Clay, Duval, Nassau, and St. Johns counties. Prepare and follow-up on all required paperwork (Certificates of Completion and/or Certificates of Attendance) for all attendees. Develop, review, revise and implement lesson plans and class materials for all trainings and presentations related to this position. Lesson plans include, but are not limited to, learner objectives, subject content, and training schedules. Presentations to be updated annually with the most current information utilizing innovative and proven educational learning approaches, including ensuring accessibility, availability, cultural competence, and standardization to include people first language. Conduct/oversees Train-the-Trainer courses for certified testers seeking to become trainers.

Public Health Competency Domain 6: Public Health Sciences skills

Coordinate the training for Counseling Testing Linkage and Partner Services (PS) in Area 4 to include technical assistance/quality improvement review (monitoring) of testing sites and CBOs. Maintain registration of all Area 4 test sites; provide input on the update and execution of Memorandum of Agreements (MOA’s) with all non-CHD Counseling and Testing sites; order and maintain inventory of testing supplies/material/condoms and distribute to sites as appropriate. Work with Disease Control staff, such as the MAC, to identify and decrease health disparities for HIV infected and HIV at-risk racial and ethnic minority members.

Public Health Competency Domain 2: Policy development/Program planning skills

Evaluate, conduct, and document annual audits/site visits of all active, registered test sites to ensure all required forms are accurately completed and all protocols are being followed (i.e., temperature logs are current, tests and testing materials are secured, etc.). Ensure that all HIV testing staff in Area 4 are knowledgeable of and understand the protocols for linking HIV+ positive clients to medical care. Ensure that all HIV testing staff in Area 4 are knowledgeable of and understand the protocols for referring all high-risk HIV- negative clients to High Impact Prevention

Interventions/Program when applicable. Review Counseling, Testing, and Linkage System CTLS for evaluation of test site quarterly reports.

Maintain adequate quality control related to forms completion distribution, testing-related supplies and materials, incentives/promotional items, training, registration of new test sites, annual reregistration of test sites, data collection, storage, evaluation, and reporting.

Public Health Competency Domain 3: Communication skills

Establish positive collaborations with other programmatic staff in the area of Disease Control: HIV/AIDS Surveillance, Clinic Managers (HIV, STD, TB, EPI), Hepatitis Coordinators, Disease Intervention Specialists, Contract Managers, HIV/AIDS Program Coordinators, etc.

Participate in Quality Improvement (QI) and Technical Assistance (TA) activities for Area 4 as requested and/or required.

Maintain regular communication with the staff at the State Office Health Department to ensure awareness about site registrations, de-registrations, and related site actions, attendance at monthly EIC conference calls and related workshops, condom and testing supply shipments needs and requests, and proper training, use, and reporting of/within the CTLS system.

Participates in outreach events and presentations throughout Area 4. This will entail planning, coordinating services, storing, and maintaining supplies, and traveling throughout a five-county region in northeast Florida. Participate in Area 4 community planning meetings. Communicates in writing, in person, and through electronic means concisely and positively. Takes initiative to multitask with accuracy. Communicates and solves problems appropriately. Exhibits and maintains a positive attitude while working independently and in a team setting.

Performs other duties as assigned. Participate in Disaster Preparedness trainings and activities.

  • Working familiarity with racial and ethnic minorities, as well as economic, cultural and lifestyle characteristics common to people at risk for HIV and other STDs.

  • Understanding of surveillance and early intervention data request procedures and data handling.

    Qualifications:

  • Complete Certification as a 500/501 HIV Counseling and Testing trainer within 3 months of hire.

  • Complete Certification as a 500/501 Train the Trainer at the next available session

  • A current and valid State of Florida driver’s license.

  • Reliable transportation required.

  • Completion of STD PASSPORT training class within 6 months of hire.
