Job Description:

• Partners with unit leadership and project pursuit and development staff to develop competitive proposals based on an understanding of design, constructability, and sequencing of a project.

• Oversees the development of cost proposals and schedules for current and potential client requests for proposal (RFPs).

• Works with proposal team to review project specifications and confirms proposal compliance. Reviews draft proposals for adherence to firm, industry, state, local and federal regulations, and best practices. Provides oversight and pre-construction guidance on multiple moderate to highly complex project pursuits including developing competitive bid strategies, cost proposals, project schedules, cash flow analyses, cost of capital and cost of currency analyses, etc.).

• Manages staff and leads teams in the analysis and evaluation of historical competitive bid strategies, cost proposals, project schedules, cash flow analyses, cost of capital and cost of currency analyses, etc. to recommend changes and improvements to ongoing bid-strategies including pricing.

• Manages staff and leads teams of project management and procurement staff to perform post project win pre-construction build-up including translating the project pursuit into a project enrollment and buyout package.

• Develops subcontracting and purchase scopes and price the project so that the cost control and schedule control associated with the project are fully in place and consistent with the contractual commitments to the client.

• Works with project managers and project accountants to develop enrollment packages to successfully complete project enrollment into the firm’s financial system.

• Works with project managers and procurement teams to partner with or lead, as necessary, administrative and technical pieces of negotiating Purchase Orders, Subcontracts, and Change Order procurements.

• Works with project managers to develop early work plans and client deliverables as necessary.

• Reviewing design progress against project plan to ensure compliance with project estimates, schedules and budgets.

• Recommends changes and solutions to improve project plan and/or bring project back into alignment with the project plan, as needed.

• Manages and updates the pre-construction process and function.

• Develop, defines and updates processes, software packages, best practices for performing pre-construction activities.

Minimum Qualifications:

Bachelor’s degree. 12 years of related experience with at least 4 years of those in a management or leadership capacity. Equivalent additional directly related experience will be considered in lieu of a degree. Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.

Skills and Abilities:

Excellent knowledge of estimating techniques, cost control and material pricing. Advanced ability to read and comprehend drawings and specifications, identifying missing elements during design development. Excellent computation skills. Excellent verbal and written communication skills. Excellent knowledge of construction industry terminology. Advanced ability to perform conceptual estimates in multiple trades, review estimates, and generate estimates for a wide variety of construction projects and contracts.

Additional Compensation:

All bonuses at CDM Smith are discretionary and may or may not apply to this position.
