OBJECTIVES/PURPOSE

  • Oversee all facilities and utilities to ensure a safe and compliant plant for manufacturing of quality products

  • Develop, implement and track capital projects, equipment maintenance, and processes

  • Ensure facilities and systems to meet the global standard

ACCOUNTABILITIES

  • Establish, maintain, and improve all plant physical systems, manufacturing equipment, plant utility systems and grounds

  • Oversee Facility and Utility functions to keep compliant with all global regulations applicable to the products and processes, which includes proper care and maintenance of all structures, grounds, facilities and utilities

  • Lead and manage IOQ and other calibration activities

  • Provide consistently and safely electricity, tap water, industrial water and steam as primary utility to the entire Osaka site to support site operation

  • Lead EHS initiatives to ensure relevant program execution within the team

  • Ensure ethics and compliance

DIMENSIONS AND ASPECTS

Technical/Functional (Line) Expertise

  • Wide range of knowledge and experiences of engineering project management, building, facility, equipment and EHS, and deep and broad GMP knowledge with rich inspection experience

  • Basic engineering knowledge of electrical, mechanical, automation, building construction, building service (HVAC/utility), IT and so on

  • Basic knowledge of pharmaceutical production processes like solid dosage, sterile manufacturing/ filling, biologics, inspection and packaging

Leadership

  • Create and provide the vision and long / middle term stragegy at Osaka Engineering

  • Provide technical resolution to plant manufacturing problems on a timely basis with appropriate urgency

  • Demonstrate experienced leadership, coaching, guidance and direction to each function of Osaka Engineering

  • Develop and lead a diverse organization in Osaka Engineering

  • Lead strategic change for Osaka Engineering with excellent communication and team building skills

Decision-making and Autonomy

  • Make financial & functional decisions to positively impact both short & long-term site goals

  • Establish goals and milestones to lead and direct the team breaking down to tactical goal setting in line with superior starategies and policies of Global Engineering and Osaka plant

Interaction

  • Create, develop, and maintain relationships not only with relevant departments of GMSGQ Japan but also with Global Engineering, other associate divisions and external experts, in order to promptly implement various engineering measures at Osaka Plant

  • Encourage sharing and applying best practices and expertise with the team and wider global network

Innovation

  • Identify and implement strategic opportunities to drive cost reductions / process improvements in manufacturing operations

  • Develop and maintain a comprehensive GMP facilities master plan to optimize resources

  • Lead and engage team members with the AGILE program to drive continuous improvements

Complexity

  • Coordinate engineering strategic matters with Global Engineering and each department in Osaka Plant / Osaka Site Quality

  • Collaborate with cross functional leaders to identify and prioritize facilities and equipment requirements for manufacturing, laboratories, potentially office space

EDUCATION, BEHAVIOURAL COMPETENCIES AND SKILLS

  • Bachelor degree or Master degree in engineering or equivalent

  • Experience in complex investment projects and leadership experience for the management of internal and external resources

  • At least 10 years experiences of engineering in pharmaceutical industry, including at least five years in supervisory and management positions

  • Good understanding of EHS and Quality aspects in the pharmaceutical industry

  • Business level Japanese/English writing and verbal communication skills

Salary Increase: Annually

Bonus Payment: Twice a year

Working Hours: Headquarters (Osaka/ Tokyo) 9:00-17:30, Production Sites (Osaka/Yamaguchi) 8:00-16:45, (Narita) 8:45-17:15, Research Site (Kanagawa) 9:00-17:45

Holidays: Saturdays, Sundays, National Holidays, May Day, Year-End Holidays etc. (approx. 123 days in a year)

Paid Leaves: Annual Paid Leave, Special Paid Leave, Sick Leave, Family Support Leave, Maternity Leave, Childcare Leave, Family Nursing Leave.
