DIRECTOR OF UTILITIES

The City of Kearney is seeking an organized individual with an exceptional ability to communicate to oversee a large department which includes water distribution, water production, sewer collection and treatment, solid waste collection and disposal, and recycling collection and processing. Work requires significant interpretative judgment in variation from established procedures and standards, planning, implementing, and direct a comprehensive operation and maintenance program of the Utilities Department. A bachelors degree in civil engineering or a closely related engineering field required, plus eight years of progressively responsible engineering and public works experience, including experience with water and wastewater systems, and including four years in a supervisory or administrative capacity, a masters degree may be substituted for some work experience; preferred registration as a Professional Engineer in Nebraska. Valid Nebraska drivers license required.

Salary range $98,162 - $142,680 DOQ. The City offers full benefits which includes a $500 sign-on bonus, 12 paid holidays, health/dental insurance, 6% 401A Retirement Match, and much more.

GENERAL DESCRIPTION: Under general direction, oversees a large department which includes water distribution, water production, sewer collection and treatment, solid waste collection and disposal, and recycling collection. Work requires significant interpretative judgment in variation from established procedures and standards, planning, implementing, and direct a comprehensive operation and maintenance program of the Utilities Department.

TYPICAL DUTIES: Oversee the day-to-day duties of the Utilities Department; plan, schedule, and supervise the operations and maintenance of the systems involved in the treatment/distribution of water, collection/treatment of wastewater, collection and disposal of solid waste, and recycling; ensure compliance with State and Federal regulations for all of the divisions; review plans for and oversee installation of new water, wastewater, solid waste disposal and recycling facilities; manage an industrial pre-treatment program; manage a cross connection program; serve on the Citys Development Review Team (DRT); communicate with contractors relative to services; direct employees in sewer main, water main, pump, valve, hydrant, meter and facility installation, maintenance and operation; review complaints and take appropriate action; prepare and administer budgets; recommend type and amount of equipment, material and personnel needed; review purchase orders and expenditures; prepare and maintain records and reports; analyze and interpret cost reports work records and operating procedures; oversee or prepare reports, studies, bid specifications, quotes, grants, and project reports for various purposes; explore and develop alternative revenue sources (fees and rates); prepare specifications for purchase of equipment, materials, and facilities improvements; prepare technical reports and evaluations; assist in coordinating work and assignments with other agencies and departments; evaluate performance of personnel; has access to highly restricted information; accountable for considerable equipment and materials; responsible for large amounts of funds; make presentations to City Council and other boards and commissions; and perform other duties as assigned.

SUPERVISION - RESPONSIBILITY FOR WORK OF OTHERS: Direct a major department of city government comprised of the water, wastewater, sanitation, and landfill divisions; responsible for a large number of highly technical employees.

RESIDENCY REQUIREMENTS: This position has a thirty (30) minute response time by way of the most direct route from the employees permanent residence to the employees assigned work site and within posted speed limits.
