    Who We Are:

The Internal Services Department (ISD) plays a major role in supporting all County of Los Angeles departments and commissions. With an annual budget of over $885M and 2,162 budgeted positions along with over 5,120 contracted workers of varying professions in facilities management, information technology, environmental, administrative, purchasing, and contracting, ISD is the County's trusted partner and provider of choice.

The Opportunity:

We are pursuing a highly qualified, self motivated candidate to fill a Senior Disaster Services Analyst position in the Executive Management Services Division (EMSD). The Senior Disaster Services Analyst position c onducts investigations, analyses, and special studies of the more difficult and complex problems, plans, and programs involved in disaster/emergency preparedness.

Positions allocable to this class typically report to a departmental manager responsible for disaster/emergency service preparation or operations and perform a full range of administrative functions supporting those operations. Incumbents must have knowledge of basic communication concepts and principles to assess and recommend on a range of departmental operational issues impacted by events such as major fires, floods, earthquakes, or civil disturbances. Positions may require psychical class IV - arduous activity which involves frequent lifting over 25 pounds, often combined with bending, twisting, or working above ground on irregular surfaces. It includes those positions that occasionally demand extraordinaire physical activity such those in safety positions.

Essential Job Functions

What You Will Do

A ssists in identifying and analyzing problems and complaints relating to disaster and emergency systems and recommends solutions to maximize effectiveness and efficiency.

Analyzes and interprets legislative proposals relating to emergency/disaster management systems and recommends amendments as needed.

Provides assistance to department on developing, coordination, and evaluation of building and facility evacuation and training programs.

Prepares and maintains emergency/disaster procedures manuals and assists in preparing educational materials and programs.

Gathers and analyzes data needed to respond to correspondence or prepares reports requiring specialized knowledge of the County emergency/disaster and disaster services system.

Supervises a work unit of program specialists responsible for ongoing emergency/disaster preparedness programs and planning in a large County department.

Moves supplies and equipment to facilitate information, disaster preparedness, and disaster recovery efforts. Walks or climbs over uneven surfaces to assist with active disaster role(s).

Oversees and assist projects undertaken by other disaster services personnel as well as assists with the development of grants for emergency related programs.

Leads department Continuity of Operations (COOP) program activities including coordination of sessions, trainings, and exercises. Additionally provides guidance for department staff in completing their services’ COOP plans

Leads efforts for emergency educational outreach and programs for department staff.

Leads Emergency Management section in the absence of the unit’s lead with all the duties and responsible.

Assists with County Emergency Operations Center (EOC) activations within the Logistics section preforming in the role(s) assigned by EOC director.

Requirements

Requirements to Qualify:

OPTION I:

Graduation from an accredited* institution with a Master's degree in Homeland Security or Emergency Management

OPTION II:

Graduation from an accredited* institution with a Bachelor's degree-AND-two (2) years of responsible professional experience ** analyzing and developing plans, procedures and training programs in an emergency management, emergency response, disaster recovery or disaster preparedness program.

OPTION III:

Three (3) years of responsible professional experience** analyzing and developing plans, procedures and training programs in an emergency management, emergency response, disaster recovery or disaster preparedness program.

OPTION IV:One (1) year of experience as a Disaster Services Analyst* (or comparable Local, State or Federal government position) or higher.

– AND –

In addition toOPTIONS I, II, III & IV successful completion ** of the following Federal Emergency Management (FEMA) Independent Study Program courses:

  • IS-100.C: Introduction to the Incident Command System

  • IS-200.C: Basic Incident Command System for Initial Response

    License:

    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Physical Expectations:

2 - Light. Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping or squatting. Considerable walking may be involved. Some positions may require psychical Class IV.

Special Requirement Information:

Our Assessment Process:

This examination will consist of two (2) parts:

Part I – An Evaluation of Training and Experience based on application information and desirable qualifications weighted at 40%.

Part II – An Interview covering Disaster Management, Complex Problem Solving, Judgment and Decision Making, Analytical Skills and Oral and Written Communication Skills weighted at 60%.

Benefit Information: Depending on the position, the successful candidate will enroll in a contributory defined benefit pension plan if the candidate is a “new member” of the County’s defined benefit plan (LACERA) on or after January 1, 2013 (first employed by the County on or after December 1, 2012) – unless she or he established reciprocity with another public retirement system in which she or he was a member before January 1, 2013. It should be noted that County employees do not pay into Social Security, but do pay the Medical Hospital Insurance Tax portion of Social Security at a rate of 1.45%. The Los Angeles County Employees Retirement Association (LACERA) has reciprocal agreements with several public retirement systems in California.
