Job Summary

The enterprise Portfolio Management Office (ePMO) is accountable for intake, execution, and managing the oversight of strategic programs and projects approved and budgeted by L.A. Care (LAC) Leadership and the Board of Governors. These programs and projects span multiple functions and departments, and are enterprise investments in infrastructure and process excellence. The portfolio, program, and project management resources within the ePMO are uniquely positioned to support business units in the planning and delivery of large-scale programs and projects.

The Portfolio Delivery team is responsible for ensuring the timely execution of programs and projects on the enterprise portfolio developed in support of LACs strategic direction. The Senior Manager, Portfolio Delivery (Senior Manager), is responsible for leading varying levels of portfolio delivery staff and ensuring the delivery of strategic programs and projects at the portfolio level. The Senior Manager will provide strategic guidance to his/her team to promote a collaborative and accountable corporate culture and manage the progress of Portfolio Delivery business operations. The Senior Manager will work collaboratively with LAC functional business units, program/project Business Owner(s), and ePMO stakeholders and assess program/project performance, resolve higher scope issues, and aggregate and provide insights on portfolio risks.

This position manages all aspects of running an efficient team, including hiring, supervising, coaching, training, disciplining, and motivating direct-reports.

Duties

Establish delivery priorities related to assigned enterprise portfolio projects and associated project timelines, and provide oversight of capital and operating delivery budgets. Ensure efficient execution of assigned portfolio of projects in alignment with established strategy.

Enforce ePMO established project management methodology for effective project execution, ensuring staff execute following established processes of program/project planning, scheduling, estimating and risk assessment.

Manage the demand and capacity of assigned team and area of responsibility. Serve as first point of escalation for program/project issues impacting delivery targets (on scope, budget, schedule, quality, benefit). Establish and nurture positive relationships with peers across assigned functional areas.

Oversee and manage project teams and/or programs against defined objectives, timelines and budgets. Directly responsible for ongoing staff assignments. In addition to project delivery oversight, responsibilities include staff career development, on-going mentorship and performance management.

Responsible and accountable for increasing employee engagement and morale year over year. Assumes a leadership role in educating the business and technology partners on ePMO scope of practice, mission and accountabilities and values.

Develop goals, objectives and actions plans for assigned staff which includes full management responsibility for the hiring, performance reviews, salary reviews and disciplinary matters for direct reporting employees.

Experience

Required:

Minimum 7 years of Project Management, Program Management, Health Care Administration, Research or Clinical field experience in a managed care environment with 5 years of management, team lead or other equivalent leadership experience and developing business solutions with a variety of tools.

Experience in managing, motivating, mentoring staff and conflict resolution.

Knowledge of managed care health insurance programs with preference given to applicants with strong experience in Medicaid and Medicare managed care.

Well versed in project management processes supporting project deliverables to facilitate the creation of standard project documents and artifacts.

Strong analytical, planning, and organizational skills. Strong facilitation and mentoring skills.

Excellent written and oral communication skills; speaks clearly and persuasively in positive or negative situations; Strong interpersonal and leadership skills with ability to interact with various I.T. and business client departments /project teams.
