Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Federal Wage System Working Supervisor at Lock and Dam facility located within the Inland Marine Transportation System (IMTS). Work supervised and performed includes maintenance work required for upkeep of lock, dam, and other site buildings. Responsibilities Provide general guidance and direction and distribute and balance the daily workload at a navigation lock and dam facility. Provide technical direction and assist in accomplishing difficult, new, or substantially changed work steps, processes, methods, procedures, and operational sequences. Inspect completed work for quality and work order/assignment requirements, reporting possible or actual work delays to the Lockmaster. Participate with the Lockmaster in the preparation of overall site leave schedule as pertinent to supervised employees, approving leave which falls within the established leave schedule. Assist the Lockmaster in providing the certification training for lock and dam operators. Serve as a primary credit card holder and may keep associated records on credit card usage and purchases. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a Lock and Dam Equipment Mechanic Supervisor without more than normal supervision. Perform the most difficult and full complex range of diagnostic maintenance inspections and repairs on all navigation and flood control project operating systems, machinery, structural components and related lock and dam equipment. Skilled in providing technical direction and training to mechanics, lock and dam operators, journeymen and new employees - Failure to meet this Screen Out Element will result in an ineligible rating. PHYSICAL EFFORT: Work requires frequent standing, stooping, stretching, climbing and crouching. Lifts and carries items weighing up to 50 pounds. May occasionally lift and carry items weighing over 50 pounds. Uses coordination of eyes, hands and feet, and also of legs and body in installing, repairing, or testing equipment in confined areas such as manholes, enclosed switchgear structures, or on overhead structures. Climbs ladders and poles. WORKING CONDITIONS: Works inside and outside, subject to changing climatic conditions, loud noises, prolonged standing, falling, water hazards, drowning, cuts and bruises. Works in cramped places and is exposed to dirt, grease, fumes, and dust; works around heavy construction machinery, with and around power shop equipment. Occasionally will work behind bulkheads or in tunnels below water level. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year Supervisory trial/probationary period may be required. Appointment is subject to the completion of a favorable suitability or fitness determination, as determined by a background investigation. Direct deposit of pay is required. This is a Career Program (CP) 18 - Engineers and Scientists (Resources and Construction) position.
