At Jacobs, our Energy & Power Project Solutions team is geared towards providing a more integrated approach offering end-to-end service to support our clients in energy networks, thermal generation, renewable generation and storage solutions space. We are helping our clients meet the challenges faced in countries and cities across the globe, providing innovative solutions from replacing conventional thermal power plants with renewable energy to developing demand side management strategies.

We are seeking for Project Controls Professionals to be a part of our Energy & Power Asia Pacific Project Controls, a team of professionals who have comprehensive understanding in the development and execution of Project Controls principles, theories, current industry standards and best practices.

Key Service Accountabilities:

  • You’ll be key in providing project controls support throughout the project life cycle (Pursuit > Initiation > Planning > Execution > Close Out) to multiple projects / program portfolios in various project locations i.e., Australia, New Zealand, Indonesia, Malaysia, Singapore and the Philippines. The role will be based full-time in our office in Manila.

  • Proactively monitor and communicate budget, actuals, forecast costs and labor hours and to establish client and internal status reports that effectively communicate project cost status.

  • Works with Project Managers (PM) and Project Accountants (PA) in project initiation and set-up in Oracle.

  • Assists the project team as needed in the contract review and approval process within CDRS / CSP.

  • Setting-up of projects in AutoPAP and coordinating status and updates of WWOA AutoPAPs.

  • Lead the drafting, review, update and seeking Project Manager’s approval of the Project Controls Plan to be implemented throughout the project life cycle.

  • Review and ensure alignment of the Contract, Scope, Budget and Schedule Requirements and establishment of the project baseline.

  • Maintain up-to-date project budgets, forecasts and task codes in IPCS / Polaris.

  • Assists Project Manager in determining / creating Variation Orders for any deviation in scope, schedule, cost, resources and other factors that affect the project baseline.

  • Track invoicing and payment collection from the Client.

  • Ensure Project Financial Integrity and Maintenance throughout the Project Controls Tools e.g., Pricing Tool, Integrated Project Controls System (IPCS), Revenue Recognition (Rev Rec), Polaris, Oracle, etc.

  • Commercial review and analysis of the Pricing Tools (Pricing, Changes and ETC mode) prior to submission for AutoPAP initiation / setup in IPCS.

  • The Project Controller will review Pricing Tools in line with Pricing Guidelines developed by the APAC E&P Commercial Manager and is subject to review and adjustment in line with local pricing strategy.

Other Services Accountabilities:

  • Participate and provide project controls support in the monthly Project Reviews (OPRs, PARs)

  • Ensure compliance to cost control monitoring and reporting requirements as mandated in the Project Delivery Workflow.

  • Participate in project performance reviews, provide input on the commercial performance of the project, and follow through on action items resulting from the project review.

  • Work collaboratively with internal and external stakeholders, at all levels of the organisation, to define and achieve mutual understanding of the scope of work.

  • Manage overall projects and program cost controls and reporting function by supporting client management, updates, and presentations to all levels of management.

  • Use analytical thinking ability to assist the project manager and or construction manager to develop accurate and timely estimate at completion (EAC) on a monthly basis.

  • Implementing and evaluating earned value on projects to track progress in home office and or field construction projects

  • Assist Project Manager in creating work breakdown structures that are best suited in managing and controlling the project.

  • Assist Project Managers in resolving financial issues.

  • Control project hours and expenditures input and forecast burn-rate.

  • Understand the client requirements on project cost control, monitoring, and reporting.

  • Support PMs in creating Purchase Requisitions for sub-consultants and vendors.

  • Manage/track progress payments to external sub-consultants and vendors.

  • Maintains electronic files of cost control monitoring tools and reporting files in the project document management system to make sure they are available during project audits.  Participate in lessons-learnt and knowledge-sharing sessions to collate best practices and improvement opportunities.

  • Provide Project Controls inputs and support throughout the Project Close Out Phase

Here’s what you’ll need :

  • Bachelor’s degree in construction management, engineering, project management, or related technical field.

  • Progressive professional experience in Project Controls profession.

  • Knowledge and experience working on international projects / program in various industries within an EPC / EPCM / PMC delivery models

  • Excellent computer skills using Microsoft Office (MS Word, Excel, PowerPoint, Project, Visio and Outlook) and other commonly used Project Controls Systems (PCS).

  • Advanced proficiency in Excel. Knowledge of VBA, Power Query and Power BI will be an advantage.

  • Ability to effectively communicate project controls information to varied audiences including project management teams and /or client if required.

  • Strong analytical skills to facilitate formulation of rationale and reasoning behind project cost / budget reconciliation

  • Thorough understanding of Project Controls systems to support project-specific execution requirements

  • Good interpersonal and communication skills, being an active listener, with engagement skills that cultivates trust.

  • Experience with sales support, staffing, forecasting and project performance management.
