Assistant General Manager

The Assistant General Manager will report directly to the General Manager and is based in Midland, TX.

Qualifications:

Five (5) to ten (10) years management-level experience in: accounting, engineering, finance, purchasing, investments, cash management, rate administration, internal audit control and debt issuance; public relations, including media relations; legislative affairs; and human resources/risk management, including five (5) years in a management capacity position.

Water industry or public service experience is preferred.

Education/Training:

Possession of a bachelor's degree in engineering, business, public administration, public relations, communications or related field.

Texas Class C driving license required.

Knowledge of:

  • Principles, theories and practices in goal setting, program and budget development and implementation, planning, staff organization and development, and employee supervision.
  • Principles, theories and practices in modern and highly complex public administration, employee relations, and organizational management.
  • Principles, theories and practices applicable to the design and implementation of public information, public affairs, and community outreach and education programs.
  • Principles, methods and practices of emergency public information procedures and crisis management communications.
  • Principles, theories and practices of legislative analysis and intergovernmental relations.
  • Organization and functions of an elected board of Supervisors; and regulations governing the conduct of public meetings.
  • Principles, theories and practices of construction and service contract negotiation and administration.
  • Principles, theories and practices of capital project management and contract administration.
  • Principles, theories and practices of water resources management.
  • Applicable laws and regulations affecting special district administration.
  • Funding sources impacting service and program development.
  • Principles, theories and practices of water supply and distribution systems and facilities.
  • Federal, state and local laws relating to water quality, treatments, storage and distribution.
  • Principles, theories and practices of Public Health and safety aspects of water use.
  • Principles, theories and practices of advanced leadership.

Ability to:

  • Work confidently and collaboratively with the General Manager and Board of Supervisors, making strong and educated recommendations, and carrying out the Board's direction.
  • Lead the creation and implementation of the District's strategic work-plan.
  • Develop strong and collaborative intra- and inter- agency partnerships to achieve District goals.
  • Develop strong interpersonal relationships with all levels of staff within the District, as well as with the District's customers and the community at large.

The position includes the following key job tasks:

Planning

  • Provides leadership to the District by assisting the General Manager and Board with the development of long-range strategic plans
  • Collaborates with the General Manager and Board to define the District's vision and to develop strategies for achieving that vision
  • Articulates the District's vision internally and externally
  • Develops and monitors strategies for ensuring the long-term financial viability of the organization
  • Creates annual operating plans that support the strategic direction set by the Board and correlate with annual operating budgets
  • Prepares an Annual Report summarizing progress on short- and long-range plans
  • Submits annual plans to the Board for approval

Management

  • Promotes a culture that reflects the District's values
  • Collaborates with the General Manager, Board President and Legal Counsel to plan all Board meetings, including the development of agendas; arrangement of meeting places, times and postings
  • Attends and facilitates Board meetings and arranges for the preparation and filing of meeting minutes in accordance with laws and regulations
  • Arranges for legal assistance through the District's Legal Counsel as needed for Board meetings and other business of the District
  • Oversees the operations of organization and manages its compliance with legal and regulatory requirements

General Financial Management

Develops tools and systems to provide key financial and operational information to the Board

Assists the Board in selecting and engaging outside consultants (accountants, auditors, investment advisors, etc.)

Oversees the development of annual budgets that support operating plans and assists submits budgets for Board approval

Oversees the preparation and maintenance of regular financial planning reports

Oversees cash flow planning and ensures availability of funds as needed for ongoing operations and projects

Oversees cash, investment and asset management including bank accounts and ledgers

Oversees financing strategies and activities, including the management of banking and financial institution relationships

Coordinates the services of the District's accounting and auditing consultants for operation practices that ensure appropriate accounting procedures in compliance with Generally Accepted Accounting Principles or alternative principles for public entities.
