City Of Minneapolis-Human Resources Data and Policy Analyst in Minneapolis, Minnesota

Position Description Responsible for providing City-wide strategic, analytical, and technical support for business intelligence (BI) activities, including defining reporting and dashboard requirements and key performance indicators (KPI), and working with users to identify conceptual design, using appropriate tools and models, utilizing statistical knowledge and programming, and project management skills. Work Location This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. Job Duties and Responsibilities * Provide City-wide strategic, analytical, and technical support for BI activities. * Work with Department Heads and service managers in Community Planning and Economic Development (CPED) department to improve the decision-making process, workflows, and identify BI needs. * Act as an intermediary between the business community and the technical community working with IT project teams and business units to collect, clarify, and translate BI requirements into documentation and conceptual design from which BI applications and solutions are developed. * Work with relevant teams within the business to scope and define reporting & dashboard requirements and key performance indicators (KPI). * Act as an innovator and mentor for the initiation of BI projects and efforts and successful delivery of functionality to users. * Support user specialists and information architects to enhance information visualization through development of dashboards and user interfaces. * Evaluate alternate solutions and design processes and systems which include: - User impact consideration - Cost/benefit analysis - Processing specifications * Develop specifications for and implement integrated operational planning (IOP) analytic functionality enhancements. * Design and direct vendor software fixes, upgrades and custom modifications * Translate non-technical requirements into technical business requirements * Utilize statistical knowledge, programming techniques, and project management skills in data management and analysis. * Collaborate on data collection methods, as well as the application of appropriate statistical methods to analysis projects. * Aggregate and present large sets of data to drive effective decision making * Act as a statistical reference and consultant to City staff. * Develop reporting framework and reporting deliverables. * Assist business users in leveraging the correct tools including IBM Input and Output Configuration Processing, City Input Output Processing, Cognos Analytics, etc. Working Conditions : Normal Office Setting Required Qualifications Minimum Qualifications Bachelor's Degree in Statistics, Biostatistics, Mathematics, or Computer Science with significant comparable coursework in statistics or applied statistics. Minimum Experience Six years of experience as a Statistical Programmer Analyst or in a similar role, using statistical programming language(s) such as R, SAS, Stata, or similar, including the use of software packages for data management and statistical analysis. Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire upon hire after it has been established. Knowledge, Skills and Abilities * Various combinations of training and experience may qualify an individual for this position. * Experience and aptitude in analyses, design, coding, and model validation in support of business requirements * Good skill in applying advanced programming skills in creating customized macros and functions * Ability to assure the statistical integrity, adequacy, and accuracy of analytical models and reports * Experience in conducting QC/Validation of statistical models and output produced by other City staff and departments * Ability to work in team environment and contribute to team decision making * Good verbal and written communication skills, and the ability to represent CPED in client meetings/presentations * Ability to serve (and experience in serving) as the statistical programming lead on internal project teams and coordinate programming, validation, and documentation of statistical programs for use in creating analysis datasets, tables, listings, and figures * Strategic skills and ability to take the strategic view and work with the "big picture" * Proven ability to think logically, systematically analyze, and evaluate alternate solutions in problem solving * Proven aptitude in analytical methods and statistical models * Proven competency to work independently * Knowledge of accessing institutional data resources Supervised By: Policy, Research & Outreach Manager As the largest and most vibrant city in the state, Minneapolis depends on purposeful, dedicated and innovative employees.
