Job Summary:

JOB SUMMARY

Vanderbilt University Medical Center (VUMC) seeks a qualified applicant to fill the position of assistant director within its Office of Federal Relations. The VUMC Office of Federal Relations is located in Washington, D.C., and serves as the medical center's principal connection to federal policymakers on advocacy topics impacting its clinical care, research and academic training missions.

The Assistant Director will work in collaboration with and report to the vice president of federal relations. A background in regulatory affairs and/or work experience in relevant federal agencies or departments is strongly preferred. This is a full-time position based in Washington, DC requiring infrequent travel to Nashville, Tennessee.

Office Description:

The Office of Federal Relations is based in Washington, DC and advocates on behalf of federal legislation, regulations and policies that could affect Vanderbilt University Medical Center and its patients, faculty and staff, researchers and trainees. The office works closely with Nashville-based colleagues at both VUMC and Vanderbilt University, health care and biomedical research associations and coalitions headquartered in Washington, and government relations peers from other academic medical centers, health systems and research universities.

Duties, Responsibilities, and Expected Outcomes:

  • Identify, develop and execute on opportunities for VUMC to influence federal agencies’ actions and rulemaking.

  • Track and facilitate internal development of comment letters and similar official communications on regulatory policy matters.

  • Assist in the identification, monitoring, tracking and reporting of relevant legislation and federal programmatic priorities within the congressional budget and appropriations process.

  • Identify, attend and report on congressional hearings, briefings and other events of interest to VUMC.

  • Identify opportunities to increase VUMC’s profile among policymakers.

  • Assist in coordination of Hill visits for visiting faculty, staff and VUMC leadership.

  • Assist with communications efforts, including electronic newsletters, white papers, etc. targeted at congressional staff and VUMC officials.

  • Represent VUMC in various task forces, coalitions, associations and advocacy groups.

Qualifications:

This position requires at least 5 years of experience, preferably with a strong background in the policymaking process at the Department of Health and Human Services and/or its constituent agencies. Relevant Capitol Hill or government relations experience will also be considered. A strong knowledge base in health care and or research policy is required. The successful candidate will have familiarity with the mission of not-for-profit academic medical centers and policy areas likely to intersect with that mission. The ability to interact effectively and professionally with senior government officials, elected representatives and VUMC senior leadership is critical, as is the ability to represent the institution and its interests with distinction at meetings, conferences, etc.

The successful candidate must be a motivated self-starter and enthusiastic team player, possessing strong communications skills, both oral and written. Candidate must possess the ability to multi-task, quickly grasp details of a wide variety of policy issues, and connect daily regulatory and legislative developments to the medical center’s overarching goals of clinical, academic and research excellence.

KEY RESPONSIBILITIES

• Develop goals and objectives for the section based on interpretation of institutional policy and goals.

• Plan to achieve goals or establish priorities.

• Help section understand, share and support the vision .

• Initiate changes in or develop new policies, procedures and/or methods.

• Analyze long-range impact of decisions and plans.

• Ensure the most effective operations of the section through program development, process improvement and coordination/integration of processes with other sections.

• Supervision to include responsibility for planning, coordinating, and controlling the work and procedures; provide advice/consultation to staff regarding problems

• Adjust work schedules or project priorities to meet emergencies or changing conditions

• Participate on departmental and/or interdepartmental committees to address problems and facilitate information exchange about programs, problems, etc. Provide information to others (oral or written) to explain/clarify problems, issues or requests

• Participate in periodic management meetings to keep top management informed of section problems and concerns

• Analyze and evaluate ongoing section programs to identify areas where adjustments/improvements are needed

• Develop staffing plans to ensure developmental objectives are being met.

• Define and achieve financial targets in support of business goals of the institution.

• Project future budget based upon analysis of current operations.

• Develop cost reduction projects and targets in collaboration with subordinate managers and operating section managers. Prepare justification or develop alternatives for cost containment/reduction.

• Prepare an annual operating budget for a unit or section, including direct labor, material and supplies, services, equipment maintenance and replacement.

• Analyze and evaluate budget variance to determine cause.

• Create and exceed service standards utilizing key service dimension and from knowledge of patient/customer expectations and best practice.

• Participate in establishing service standards for the section and determine if service standards are compatible with financial targets.

• Ensure that the service standards are met or exceeded by utilizing customer satisfaction, best practices and market information to improve customer service and satisfaction.

• Create an organizational culture (both within and across departments) that provides a safe, satisfying and enriching environment for employees and provides a qualified, competent staff to meet patient needs.

• Define the qualifications and performance expectations for all staff positions through the Performance Development system, including department specific job descriptions, measurable performance standards.

• Create an environment that encourages and supports self-development and learning for all staff through regular feedback, orientation, training programs, work experiences and timely assessments of competency as measured against performance expectations stated in his or her job description.

• Conduct monthly staff meetings to share essential information with staff and discuss current problems and future plans.

• Ensures all Human Resource and VUMC policies and procedures are followed according to standards.

• Identify, establish and evaluate quality assurance standards, programs, and procedures within section.

• Establish and evaluate standards of performance to ensure safe, effective, and efficient operation of the section.

• Ensure that standards are met within area of responsibility to assure clinical enterprise accreditation/licensure.
