Position Description

The Human Resource Administration is a Full-time Civil Service position within the Metro Parks and Recreation Department. The incumbent is responsible for administering all phases of human resources within the Parks Department. Performs related duties as required.

Metro Parks offers a variety of facilities and programs throughout Davidson County including after-school programs for children, cultural arts classes, nature programs, sports leagues, ice hockey, fitness classes, art galleries, programs and services for seniors, as well as for those with disabilities. Currently, the department oversees nearly 16,000 acres of open space, including 178 parks and 100 miles of greenway. Metro Parks’ mission is to sustainably and equitably provide everyone in Nashville with an inviting network of parks and greenways that offer health, wellness, and quality of life through recreation, conservation, and community.

Typical Duties

  • Serves as an internal consultant to solve complex issues and provides technical assistance in HR functional areas to managers to ensure consistency and equity in policy and practice.

  • Handles controversial and/or complex HR projects and issues.

  • Counsels managers, supervisors, and line employees regarding employment-related policies, procedures, rules, laws, and regulations

  • Advises supervisors and managers on appropriate supervisory practices.

  • Recommends and interprets human resources policies to meet departmental goals.

  • Reviews departmental hiring decisions for compliance with policies and procedures.

  • Develops, coordinates, and may conduct mandated and other training programs.

  • Represents the department on a variety of human resources-related committees and before commissions to ensure that departmental concerns and issues are raised and addressed.

  • May respond to human resources-related inquiries by state and federal regulatory agencies.

  • Responds to inquiries or issues requiring an interpretation of Civil Service rules or policies.

  • Responds to departmental EEOC charges and any and all related issues,

  • Investigates employee complaints and formal grievances.

  • Provides analytical support for compensation projects.

  • Coordinates performance evaluations and may conduct compensation reviews.

  • Performs lead work over human resources employees and supervises professional and/or clerical positions.

  • Performs any special projects as assigned from the Director or supervisor as needed.

Minimum Qualifications

EDUCATION AND EXPERIENCE

Bachelor's Degree from an accredited college or university and six (6) years of professional HR experience.

No substitutions will be accepted for this position.

LICENSES REQUIRED

Valid Driver License.

Candidates with accreditations earned in a foreign institute are encouraged to apply.

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

Preferred Experience, Knowledge, Skills, and Abilities

  • Advanced degree and/or certification in the human resources field

  • Experience utilizing legal and company regulations to process HR related actions

  • Experience being the authoritative figure of a department/ team to make final decisions
