Summary You will serve as the technical representative and liaison to Commander, U.S. Pacific Fleet, N9WAR via the NUWC Division Newport Field Team (Code 0CA3), while on temporary assignment in Pearl Harbor, HI. Per 5 CFR 335.103(c)(3)(v), this is a non-competitive reassignment opportunity open to those qualified who hold (or have held) a position equivalent to (or higher than) an ND-04 (GS-12 and GS-13 equivalency) on a permanent basis in the competitive service. Responsibilities You will serve as a liaison, subject matter expertise, and connectivity to technical capabilities in the area of undersea warfare between Commander, Pacific Fleet (COMPACFLT) N9 and NUWCDIVNPT via the NUWCDIVNPT Field Team. You are expected to contribute to the accomplishment of the Division’s mission, technical, and management goals. You will provide insight into COMPACFLT gaps, issues and undersea warfare mission areas to inform NUWCDIVNPT activities, innovation, and alignment to critical Fleet priorities in undersea, cross-domain operations and Air Sea Battle concepts. You will participate in efforts involving operations research, simulation, modeling, war-fighting gap analyses, operational undersea warfare studies, concept generation and concept development that have benefit to NUWCDIVNPT. You will strengthen NUWCDIVNPT’s Fleet engagement activities throughout the Pacific Rim by coordinating with the NAVSEA Warfare Centers Fleet Engagement Community of Practice to identify opportunities for prototyping and experimentation. You will bolster NUWCDIVNPT’s contributions to the innovation activities and at-sea exercises conducted by COMPACFLT with the intent to accelerate technical solutions to the Fleet and leverage existing programs and initiatives. Requirements Conditions of Employment Qualifications This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), a Computer Engineer (0854-series), an Electronics Engineer (0855-series), a Physicist (1310-series) or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the ND-3 pay band (GS-9 through GS-11 equivalency) in the federal service or equivalent experience in the private or public sector as a professional engineer or scientist providing leadership and expertise utilizing extensive technical knowledge and project management skills in the area of undersea warfare. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. For Physics Series 1310:Basic Requirements: Degree: physics; or related degree that included at least 24 semester hours in physics. OR Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound. 1550-Computer Science Series:A degree in computer science; or a degree with at least 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of these 30 semester hours must have been in a combination of statistics and mathematics that included differential and integral calculus. Additional Information This position is part of the Warfare Centers Personnel Demonstration Project. The ND-04 pay band encompasses positions equivalent to GS-12 and 13. Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment.
