The Position

Classes in this series serve as line department personnel function officers. Incumbents in this series plan, organize and administer a comprehensive personnel services program including employee relations, selection, classification coordination, position control, evaluation, training, payroll and other related areas. Personnel Officers supervise the work of other personnel staff.

Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action. The Department of Public Safety is looking for a Human Resources Officer 2. This position will work closely with and report to the HR Manager and will be part of the leadership team for the Northern and Southern HR offices. The ideal candidate understands HR practices, is well-organized, professional, diplomatic, and approachable; has supervisory experience; analytical skills necessary to assess situations and identify potential solutions; strong verbal and written communication skills; and the ability to problem-solve and handle complex HR matters with confidence and confidentiality.

The incumbent will be responsible for providing supervision and directing work activities of professional and/or technical staff delivering comprehensive HR services; have a key role in employee and management relations, disciplinary issues, grievances, mediation, and development and presentation of HR training, based on the needs of the agency; preparing and presenting information on various HR topics; assisting the HR Manager by contributing to the continuous improvement of the Department's HR practices; providing consultation services on issues related to performance management; interpreting and applying state and federal laws, rules, and regulations, as well as policies and procedures; and assisting with employee grievances at all steps by conducting thorough reviews and discussions with grievant and senior management, identifying and discussing ways to resolve grievances, participating in resolution meetings, and assisting with the preparation of grievance responses. The incumbent also assists with the discrimination complaint process, including providing guidance to employees, sending notifications to affected employees, reviewing and discussing investigative findings with the assigned Deputy Attorney General and interacting with the Equal Employment Opportunity Commission, the Nevada Equal rights Commission, and the State EEO Unit. To Qualify:

In order to be qualified, you must meet the following requirements:

Education and Experience (Minimum Qualifications)

Graduation from an accredited four year college or university in personnel management, business, public administration or related area and four years of progressively responsible professional personnel management experience, including one year of personnel program management experience; OR an equivalent combination of education and experience.

Special Requirements

A pre-employment criminal history check and fingerprinting are required. A valid driver's license or evidence of equivalent mobility is required at the time of appointment and as a condition of continued employment.
