Duties Description The Utility Engineering Specialist 1, Grade 18, will work in the Resilience section of Office of Resilience, Utility Security, Nuclear Affairs, and Emergency Preparedness (OREP) and will perform duties that include, but are not limited to: • Assisting in the thorough and accurate review of capital improvement budgets and O&M programs. • Participating in the monitoring and tracking of actual spending versus planned capital and O&M budgets, including identifying reasons for variance.• Assisting in the analyzation, investigation and evaluation of reliability and power quality for annual utility filings • Representing the Department and participating in site visits in coordination with supervisors in a professional manner and developing good working relationships with companies.• Maintaining awareness of utility resilience projects and programs, along with associated climate change reports and plans.• Assisting with the investigation of incidents and customer complaint issues based on internal or external requests and taking part in monitoring and tracking the implementation of investigation recommendations.• Developing skills and knowledge to participate in rates proceedings with supervision.• Assisting in rate case proceedings in the area of the capital budgets and O&M that affect resiliency, vegetation management, reliability, and emergency preparedness issues.• Participating in ongoing professional development. Technical expertise should be developed on the design and operation of electric utility distribution systems, utility resilience efforts, vegetation management practices, reliability, emergency preparedness and distributed generators.• Demonstrating a willingness to work extended or irregular hours during the monitoring of utilities storm response activities and other emergency events.

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
