Position Objective :

To manage Construction projects and the scheduling of such projects that are built primarily by Metro-North Railroad Maintenance of Way (Force Account) personnel, safely and efficiently , on time and within budget; with, or without, the support of outside, non-Metro-North Railroad construction contractors. scheduling work.

Responsibilities :

  • Develop Force Account schedules (Critical Path Method (CPM)) for internal & external MNR project support.

  • Review and analyze schedules and identify issues for resolution.

  • Perform scheduling and planning functions to include tracking conceptual schedules, performing options analyses, reviewing, and updating baseline schedules, measuring progress, and overall evaluating schedules across a suite of projects. Utilize different methods to include MS Project and Primavera P6 software.

  • Determine the impacts of project delays and cost overruns. Prepare necessary documents regarding the chronology of events, charts, flow diagrams, comparison reports, presentations, and narratives to document, communicate , and monitor project schedules .

  • Develop scopes of work and cost estimates for all assigned construction projects involving Maintenance of Way resources (Force Account), by planning out all construction activities involved with Force Account departments including Track, Structures, (Electrical) Power, Communications, Signal , and Grand Central Terminal, as well as other departments, to include Safety, Security, Maintenance of Equipment, Capital Programs, Budget, Procurement, etc. Correspond and coordinate budgets, cash flows , and construction schedules with the Construction & Development (C&D) division of the Metropolitan Transportation Authority as required.

  • Coordinate Force Account construction activities with non-Metro-North construction contractors when the project is primarily built by the contractor. Oversee the construction work of contractors when the project is primarily built by the MNR Force Account.

  • When required, coordinate with the internal Procurement & Material Management department, secure and monitor outside contractual services , and arrange for the use of the Metro-North Railroad General Engineering Consultant (GEC) on projects assigned. Perform the role of project manager to coordinate Force Account work effort among all participating departments, schedule regular progress meetings , and conduct field inspections.

  • Support the development of design criteria and specifications for materials required for Force Account projects. Validate monthly spending vs. work complete and budget vs. actual summary documents; monitor material purchases; and review, approve & sign invoices. Update all required reports.

  • Assist with Operating Capital Project Department special projects.

    Required Qualifications :

    Required Knowledge/Skills/Abilities:

  • Construction project management skills to determine project scopes and budgets, develop project management plans, brainstorm construction means and methods , and identify construction schedules.

  • Ability to coordinate the construction work effort of multiple departments for task completion.

  • Strong oral presentation and written communication skills. · Familiarity with transportation operations and how they interrelate with construction operations. · Familiarity with general railroad maintenance of way operations.

  • Familiarity with all applicable federal, state, and local laws and regulations as they relate to construction.

  • Strong motivation and self-starter with strong interpersonal people skills.

  • Ability to spend considerable time at construction project field sites during construction and participate in off-hours (nights & weekends) project work activities or significant cutovers (commissioning a project / making it operational) with sub-department Task Managers and their workforces .

  • Strong knowledge of MS Projects, Primavera P6 & Microsoft Office suite and/or comparable applications.

  • Familiarity with Critical Path Method (CPM) scheduling, and/or comparable systems.

  • Must be available 24 hours 7 days per week as required.

  • Must have a valid driver’s license.

  • This position is primarily office-based during regular working hours, however, depending on project & construction schedules approximately 1-3 night and/or weekend shifts at field construction sites per month are required.

    Required Education / Experience :

  • Bachelor’s degree in engineering, Project Management, or a related discipline.

  • Demonstrated equivalent experience, education , and/or technical credentials may be considered in lieu of a degree.

  • Minimum five (5) years in project management to include project scope development, scheduling, planning, administration, budget , and coordination of design and construction in an operations environment.

    The following is preferred but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:

  • Professional Engineering License

  • Background, experience and / or training in railroad maintenance of way (track, structures, communications, signals, electrical traction power, etc.) or railroad train operations is preferred.

    This is a safety sensitive position subject to random toxicological testing.

    Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

    Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
