Summary

The Assistant Vice President of S afety (Security) has the authority to establish and audit construction delivery standards for all security oversight in C&D Delivery. The AVP manages all security audit s , policies , and procedures for construction processes within the Safety Oversight Department to conform to professional industry and MTA C&D standards. This position fosters security , audit , and intrusion management practices to improve capital projects ' safety and security measures for site protection and mitigating any intrusion into the main systems . Responsible for creating, updating , and managing security policies and procedures for all capital improvement processes to be followed . This position will require being on call 24/7, having the ability to work night and weekend shifts where or when needed, responding to security events, working with supporting enforcement stakeholders and representing the agency .

Responsibilities

Oversees the entire construction security department within the Safety Oversight Department for all aspects of Security .

Fosters a culture of innovation and change in construction security methods, technologies, and strategy.

Provides the Safety Department with lessons learned and strategies to streamline construction security oversight and creates training opportunities across integrated project teams.

Establishes, monitors, and/or audits the Design-Builder ' s or General Contractor's construction activities for compliance with the Contract requirements, the Design-Builder's Quality Control Plan, and the Safety and Security Plan.

Escalates issues to the V ice P resident - Safety Executive & B usiness U nit leadership as they arise amongst security problems within projects/teams/3rd parties.

Provides security recommendations for any/all escalated items.

Manages team to ensure effective project execution of the design-build process, including oversight of contract administration, audits, and inspection services in compliance with design-build processes and procedures.

Perform investigations and provide reports , statistics briefings , presentations, and train ing where required.

Education and Experience

Bachelor ' s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, Security , or a related field.

Must have a minimum of fourteen ( 1 4 ) years of related experience .

Must have a minimum of ten (10) years in the management of construction projects or supervisory role s in a large, multi-faceted organization.

Competencies:

Working knowledge of essential software : Word, Excel, Outlook, PlanGrid, Bluebeam, and a general understanding of working on a computer.

Effective communicator verbally, written , and electronically with e xcellent communication and interpersonal skills.

Ability to conduct field observations/audits, including coaching and correcting.

Interpersonal communication skills with the ability to review and suggest improvements to task planning in the field.

Organization and time management skills.

Must be able to work effectively both in the office and on job sites, indoor s and outdoor s , during all weather conditions.

Able to immediately visit job sites for any incident (injury, accident, near miss) to review and perform follow-up actions.

Able to participate in intercompany, industry, and client relations.

Possess a valid OSHA 30-hour card in the Construction Industry .

Preferred :

Ability and experience to produce security policies and procedures .

Audits contractor security plans , identif ies gaps and potential security threats , and recommends best practices.

Leads field audits to ensure security policies are being followed.

Acts as a member of an on-call 24/7/365 leadership team to provide technical support, coordination, oversight, and specialist advice in response to all types of incidents as deemed necessary.

Supports and , as needed , acts in the absence of the VP of Safety or the AVP of Security to provide leadership, strategic direction, and operational management to address MTA C&D's security goals effectively .

Ability to work on sites of high heights and underground sites.

Ability to work in the field and travel th rough the entire MTA system where needed, but may require multiple days in the field.

Security Certifications are preferred.

Significant experience in project management for major construction projects with highly complex systems preferred.

Experience leading and managing contractors, subcontractors, or vendors.

Demonstrated ability to build relationships and work collaboratively with stakeholders at all organizational levels .

Demonstrated ability to work in a high - profile, high - pressure environment effectively.

Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement.

Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.

Must possess excellent team-building , listening, problem - solving, and prioritization skills.

Preferred :

Must have or demonstrate experience in managing or overseeing safety and security for construction projects and contracts .

First Aid/CPR certified.

Driver ' s License ( preferred )
