S ummary

The Assistant Vice President, Technical Services ( A VP) provides technical support services to the Delivery business units for all engineering and architectural disciplines and sub-specialties. This position is responsible for planning, monitoring, and fostering technical skills development throughout Delivery to support the effective delivery of capital projects. The AVP p rovides recommendations and support to senior management and the business units to resolve highly complex technical issues.

Responsibilities

L ead s the Technical Services sub division in provid ing technical support services to all Delivery business units. Oversees a team of discipline chiefs and assistance in various engineering and architectural disciplines and sub-specialties .

Ensures technical design support services throughout Delivery for the entire project life-cyc l e to support the successful delivery of the MTA’s Capital Program .

Responsible for providing specialized technical services to all business units, such as surveys, utilities/sub-surface, probing, special inspections, parkland coordination, and FCC frequency coordination.

Monitors and maintains technical competency for design staff in Delivery via training, development, and knowledge retention.

Responsible for developing, overseeing , and maintaining a technical skills network for Delivery.

Ensures identification of skills training needs and oversees the development of technical training curriculum.

Fosters the creation of knowledge-sharing communities within areas of discipline expertise and specialties.

Ensures an annual technical skills development plan for each engineering/architectural discipline . Provides regular progress reporting on the development plan .

Provides recommendations and support to senior management and the business units to resolve highly complex technical issues.

Oversees development of technical documents, engineering studies , analyses, processes, and guidelines.

Coordinates with Design Compliance to provide technical input for master technical specifications, Project Requirements and Design Criteria (PRDCs), and standard drawings.

Supports the development of C&D design standards.

Supports the development of technical expertise within the MTA operating agencies and resol ves technical issues as needed.

Performs other duties as required.

Education and Experience

Bachelor’s degree in Engineering, Architecture, or a related field.

Master’s degree in Engineering, Architecture, or a related field preferred.

A v alid New York State Professional Engineer (P.E.) license or Registered Architect (R.A.) is required.

Must have a mi nimum of ( 15 ) fifteen years of experience in design, design/construction management, or technical support of capital construction .

Significant experience in engineering management for large - scale, multidisciplinary design and construction projects .

Minimum of 10 years of managerial /supervisory experience.

A bility to lead in-depth analysis and decision -making on highly critical technical issues impacting multi- billion dollar MTA Capital Program projects .

In-depth knowledge of industry trends , technological tools, and best practices in Design-Build and Alternative Project Delivery.

Demonstrated ability to collaborate with all levels of the organization effectively , deliver positive outcomes, and promote change.

Excellent presentation, communication, problem-solving, organizational , and interpersonal skills.

Travel to active construction project sites and MTA operations throughout the MTA service area as needed to support project delivery is required in this position .
