S ummary

Under the supervision of the Director Transactions , Transit Oriented Development, TOD Group, the Associate Director of Transit Oriented Development:

M anages real estate development projects of MTA-owned properties system-wide .

I mplements transit-oriented developments that generate in-kind improvements, long-term revenue streams & ridership increases to the MTA .

C oordinates with other TOD and Real Estate Department staff to encourage thoughtful planning within the MTA transportation system .

A ssists with the formulation of revenue-generation strategies and other tasks as directed.

Additionally:

Coordinate with other MTA agencies , including MTA C&D and NYCT, LIRR, MNR and B&T, and collaborate with municipal and state agencies. Assist in developing site plans and revenue projections (including preparing discounted cash flows), develop ing RFP and assisting in analysis to select and negotiate with developers. This position assists the Director Transactions Transit Oriented Development in the project management of other large-scale projects and value capture opportunities.

Responsibilities

Assist Director TOD Transactions: evaluate sites , including physical and market potential ; create financial projections ; review zoning ; review existing local plans ; review MTA investment priorities, and assist in strategies to advance such capital goals through development ; review site planning and assist in developer evaluation and selection

Retain and manage consultants to support TOD projects and coordinate appropriate follow-up action .

Draft, manage and oversee Requests for Proposals, MTA Board staff summaries and information items .

Develop, monitor, and manage reports and schedules for senior management and MTA Board .

Prepare responses on behalf of MTA Executives addressing correspondence received about issues relating to TOD projects .

Review and project-manage complex/sophisticated development agreements, leases, easement agreements, and other real estate transaction agreements .

Oversee multiple developer expense reimbursement agreements involving $ million in expenditures, with support from MTA Finance .

Interface with MTA agencies’ disciplines to resolve nuanced multi-stakeholder conflicts (e.g., operational needs, legal, engineering, public/government affairs, accounting, budget, procurement, etc.) at every organizational level, as well as external parties (e.g., elected officials, local municipalities, etc.)

Guide negotiations for dispute resolution, including $1M to $1B multi-year payment agreements, completion of required improvement work, identify existing and potential problems, and develop detailed recommendations/solutions for presentation to management .

Other duties may be required to support department objectives :

The Associate Director manages new applications from developers for consideration of the need for easements and works with developers and property owners in reviewing the need for access easements and developing plans for such easements as well as for new developer-financed entrances, elevators, escalators and other new transit improvements pursuant to the New York City Zoning Resolution.

This position coordinates with other MTA departments including MTA C&D and NYCT Operations Planning and collaborates with the New York City Department of City Planning and other City agencies. Maintain and update comprehensive inventory of entrances and stairs and other Transit amenities for the public through privately owned properties, as well as easements available to NYCT for access improvements. Support other development initiatives for MTA property as needed.

With the support of leadership negotiates with multiple internal stakeholders, the Department of City Planning, and private developers to assist as needed with the conceptualizing of significant transit improvement projects to be undertaken by private developers pursuant to the New York City Zoning Resolution.

With the support of leadership, negotiates with developers to ensure improvements are acceptable to internal stakeholders and addresses other private development strategies, including mitigation of transit impacts by private development projects.

Reviews NYC Zoning regulations and proposed zoning changes to determine their impact on MTA assets and negotiates with City Planning to implement zoning changing advantageous to MTA Operations and value capture strategies.

Supports TOD generally in the conceptualization and design development of privately financed transit improvement projects according to New York City Zoning Resolution, including obtaining internal MTA consensus and negotiating improvement legal agreements with the developer.

Works with the MTA C&D and MTA operating agencies to ensure that planning for capital investments maximizes opportunities to generate ancillary revenues and coordinates the planning, design, and integration of MTA capital improvements.

Education and Experience

Bachelor’s degree in business administration , Real Estate Development , Urban Planning or related field.

Must have a minimum of seven ( 7 ) years of progressively responsible experience in commercial real estate, with demonstrable project management skills .

Master’s degree in business administration , Real Estate Development , Urban Planning or related field preferred.

An equivalent combination of education and experience may be considered.

Detailed knowledge and a thorough understanding of the MTA operating agency are preferred.

Exceptional organizational skills.

Familiarity with typical real estate transaction documentation, with demonstrable ability to analyze, comment, interpret, negotiate, and draft complex real estate documents with Legal support.

Ability to present information and recommendations clearly and accurately, verbally and in writing.

Detail-oriented, with exceptional time management, problem-solving and strategic thinking capabilities.

Self-starter who can develop and administer work plans involving extensive and complex interrelated processes and a person who can operate under stringent time constraints.

Adaptability, tact, diplomacy and persuasiveness are also essential skills.

A working knowledge of Microsoft Word, PowerPoint, and Excel programs.

Knowledge of real estate development, zoning, financing, and environmental laws and familiarity with maps, blueprints, surveys, zoning ordinance s , and building code s .

General knowledge of construction principles and cost estimating is preferred.

Ability to create and analyze cash flows and other financial calculations pertinent to real estate.
