Responsibilities

Overseas Operations Planning’s use of data, analysis of demand and performance, develops new tools to collect, analyze and disseminate data, forecasts short-term and long-term future conditions, gathers research and insights from other agencies and compiles reports to the Federal Transit Administration for both subway and bus modes. Through a portfolio of data and research projects, the deputy chief will drive efficiency improvements which save money and free up resources, while ensuring that all reporting requirements are met to ensure the flow if Federal Transit funds to the agency. The deputy chief will advise the Chief of Operations Planning as well as MTA and NYCT senior leadership, external relations and the press office on these trends and will present findings and insights in ways that are appropriate to the technical abilities and background of the respective audience.

The deputy chief supervises and ensures coordination between three interrelated groups and synthesizes the insights emerging from these groups to inform scheduling, service planning and capital planning.

Ridership Analysis and Modeling executes monthly models to analyze current ridership on both subway and bus to feed into passenger-based performance metrics which are reported to the board and public dashboards, develops and modifies procedures to simulate current and future ridership demand and passenger flows through the bus and rail system under a variety of scenarios, projects alternative subway and bus needs during capital work, assesses the travel time and passenger loading impacts of service changes, and works with bus planning and station planning groups to assist in their planning for bus redesigns, route changes and station capacity increases.

The Compliance group compiles and reports ridership and service data and coordination of activities with Federal, State and City agencies including funding agencies. Manages the presentation of subway and bus performance measures, and schedule and service planning reviews, per NYCT standards and consistent with federally mandated programs including the FTA's National Transit Database (Section 15), and Title VI compliance in accordance with equity service issues as stipulated by the Civil Rights Act of 1964. Provides reports to other industry groups such as the American Public Transit Association, the Council of Metros (COMET) and the International Bus Benchmarking Group (IBBG)

The Global Benchmarking group leads New York City’s Transit interaction with peer transit operators throughout North American and the world, both on an individual basis and through COMET and IBBG. In doing so, Benchmarking allows for better understanding of NYCT’s performance in a vast array of dimensions, as well as identifies potential insights and innovations that may be applicable to NYCT for operational efficiencies.

Education and Experience

  • A baccalaureate degree from an accredited college with a major in Transportation Management, Engineering, Computer Science, Planning or Transportation Planning or a related field, and twelve (12) years of progressively responsible transportation experience, six (6) years of which must have been in a supervisory or managerial capacity; or

  • A satisfactory equivalent of education and experience.

    Desired Skills

  • Ability to identify, articulate and interpret trends in ridership and service data, as well as their implications for service plans and policies to Executive Staff, elected officials and other government or community organizations.

  • Comprehensive knowledge of transportation demand modeling, current and emerging transit data collection techniques, including oversight of surveys,

  • Strong background in transit planning, schedule making, alternative analysis, and Federal planning regulations.

  • Knowledge of New York City subway and bus operations and major service issues.

  • Familiarity with other subway and bus systems across North America and the world, with demonstrated judgement on what initiatives in other systems may be applicable to New York City Transit.

  • Proven understanding of background socioeconomic and land use dynamics.

  • Ability to develop and manage a large and diverse staff.

  • Excellent written and verbal communication skills are required.
