This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY

The MTA Enterprise Asset Management team manages a growing and transformational portfolio of enterprise programs and projects, focused on introducing best practices in asset maintenance, management and reliability, improving business processes, standardizing and unifying asset data and information systems, adopting new technologies and developing new skills that will enable managing our assets more efficiently and supporting fact-based decision-making. The group is also responsible for helping agencies improve key performance indicators that will promote alignment of MTA strategic objectives, strategies, and practices across the organization, from the strategic to the operational levels. Our vision is to achieve asset management excellence by realizing continuous incremental improvements following best practices and partnering with internal groups and external organizations to foster strategic innovation across the agencies.

This new role will help identify, execute, and coordinate the physical asset strategies and maintenance practices across the MTA to improve its effectiveness, efficiency, and the reliable delivery of service. This position will work with operating agency leadership to identify, quantify, and deliver improved outcomes in maintenance and capital investment around the approximately $1.5 trillion of physical assets in the MTA network. Initiatives led by the deputy director will be centered around delivering operational benefit from the processes and data that make up the MTA’s EAM information system, and other relevant supporting data sets. Target outcomes are centered around three tenets of our asset management program: asset reliability, resource efficiency, and transparency into capital program needs.

Additionally, this position will help develop best practices around using and extracting value from EAM systems and other modern technologies to deploy across the MTA. Their efforts will help develop a continuous improvement mindset and utilization of data analytics to establish more efficient management and maintenance practices of our physical assets. The selected individual must be able to garner cooperation and support from both senior executive and agency / C&D subject matter experts who to use the EAM data to make decisions on a day-to-day basis.

The purpose of this position is to provide leadership that results in strategy, methodology and metric development as well as deliver value-adding and meaningful outcomes for the MTA agencies. This will involve the execution of projects that enable the alignment of asset management business requirements, process improvements and systems implementations across the agencies and headquarters. This deputy director-level position leads cross functional teams to deliver value-added projects related to complex business improvements and information systems projects that cut across operating agencies, organizational levels and business functions. The role requires forward thinking leadership and extraordinary business intelligence to define enterprise-level business requirements, optimize end-to-end business processes and achieve the operating and financial goals set out by the executive team. In this role, the incumbent must provide the vision and guidance to the operating agencies in their continuous improvement efforts for process optimization, standardization in the operational and maintenance activities to achieve short term and long-term productivity gains. The Deputy Director must organize, articulate, and drive the agenda, prioritize overall project pipeline, plan, and prioritize overall resource requirements, establish and govern delivery method standards, and track execution across the overall project portfolio.

As part of the Strategic Initiatives EAM team, the Deputy Director will lead enterprise initiatives and information system integration projects from the strategic and tactical levels which deliver required business outcomes as set out by agency leadership teams. This function also serves as a center of excellence (CoE) in business analysis and best practice for the MTA, assisting the operating agencies in developing a continuous improvement mindset and to guide outcome driven initiatives at the operational level.

RESPONSIBILITIES

  • Ensure operating agencies are deriving value from the EAM information system and/or any other relevant data sets.

  • Assist in the exploration of initiatives to improve reliability and productivity; this would include asset specific analysis on failure modes, identification of root cause, and working with operations and maintenance personnel to change how business is done on a day-to-day basis.

  • Identify areas / practices to drive cost efficiencies; this would include the ability to utilize a variety of techniques as needed such as process flow optimization, business analysis, resource allocation and optimization, risk analysis, and estimation of impact to service delivery.

  • Ensure identified opportunities deliver anticipated outcomes; this would include an ability to influence senior level decision makers to change the way the MTA does business by making compelling cases based on data from the EAM information system, being seen as a helpful influence from HQ on the operation, and providing support as needed to remove obstacles impeding project implementation.

  • Collaborate meaningfully with relevant agency leaders and supporting MTA analytics efforts; this would include being a trusted resource who can review business circumstances and provide valued ideas from an unbiased perspective.

  • Implement whole of life best practice into the management of the MTA physical asset practices; this would include working with senior leadership around the asset life cycle.

  • Assist agency / C&D executive leadership and senior operating leaders to improve, service quality and/or overall performance using the EAM information system and other supporting data sets as needed.

  • Liaise between agency teams, C&D, and the SI Data and Analytics team to support and proliferate the MTA Data Lake infrastructure.

  • Understand whole life asset requirements and coordinate with agency / C&D teams to improve whole life asset management efficiency.

  • Monitor data completeness and data quality of the EAM information system.

  • Manage and maintain the functional / business data dictionary for the respective functional teams.

  • Lead interagency communities of practice (e.g. Track SME’s from Subways, LIRR, and MNR) to develop MTA best practice and a more innovative, cost-effective, and MTA-wide asset management strategy.

    KNOWLEDGE, SKILLS, AND ABILITIES

  • Experience with physical assets and their maintenance practices in an asset intensive organization, preferably in the transportation and rail industries. Exposure to the MTA’s assets and/or practices beneficial.

  • Experience in utilizing and leveraging an Enterprise Asset Management information system, preferably in the transportation industry.

  • Excellent quantitative, analytical, and problem-solving skills, together with demonstrated proficiency in business case development and implementation planning.

  • General knowledge and awareness of ISO 55000 principles and asset management best practices.

  • Strong interpersonal skills with an established record of successfully completing projects by obtaining group consensus and cooperation among people with no direct reporting relationship to the position.

  • Excellent communication skills, both oral and written, with the talent to discern different contexts and audiences and to reach consensus on strategy.

    EDUCATION AND EXPERIENCE

    Required:

  • Bachelor’s degree in Business, Finance, Administration, Public Policy, Urban Planning, or related field or an equivalent combination of education and experience may be considered in lieu of a degree; and

  • Minimum six (6) years of progressively responsible experience in consulting, finance, administration, or a public transportation agency.

    Preferred:

  • Master’s degree in a related field.

  • Four (4) years managerial experience in a large corporate or government organization with responsibility for identifying, analyzing, and implementing new business practices and strategies among multiple functions across an organization
