Position Objective:

The historic landmark status of Grand Central Terminal must be protected while offering support for MTA Real Estate’s marketing and retail initiatives. This position provides leadership and direction for the efficient and safe repair, maintenance, and construction of Grand Central Terminal (GCT). Oversees building maintenance ensuring all utilit y systems are fully functional with regulatory compliance and quality standards. Ensures a safe and comfortable environment for customers while acting as the critical liaison between Metro-North and the Metropolitan Transportation Authority’s (MTA) property management firm. Promotes Metro-North Railroad's Vision and Strategic Business Plan goals. Interfaces with outside buildings, agencies, and authorities. Represents GCT Maintenance of Way in all projects affecting the Terminal. Protects the investments that were made during the revitalization of GCT in areas such as new building systems and reconstruction.

Responsibilities:

  • Direct the 24/7 maintenance, and repair of GCT in all phases from diagnosis to completed project including MNR forces, 3rd party contractors, and coordination with other departments .

  • Direct the GCT construction staff in all phases of construction from in-house design through certificate of occupancy ensuring all safety standards are followed.

  • Direct the GCT Overtime Review Board daily; review Overtime requests to ensure proper 24/7 coverage for various crafts.

  • Develop budgets, work plans, schedules, and maintenance and inspection criteria including the development of a preventative maintenance program for all work performed.

  • Support administration with all issues related to employees covered by collective bargaining agreements, including training and safety-related issues.

  • Support the Capital Engineering Department in projects related to the Terminal.

  • Oversee the management and execution of third-party maintenance, “CHU” procurement process, MNR P-Cards , and repair contracts associated with the Terminal.

  • Must be able to implement and participate in Metro-North Railroad’s Priority One Safety program.

  • Act as the Deputy Chief of GCT Maintenance Stations & Facilities in his/her absence and as the alternate representative to the MNR Emergency Management Task Force.

    Required Qualifications:

    Required Knowledge/Skills/Abilities:

  • An understanding of industry operating practices and related regulations.

  • Demonstrable leadership skills in the areas of project management, resource allocation , and safety.

  • Strong knowledge of standard safety policies and procedures.

  • Demonstrated understanding of budgeting practices.

  • Working knowledge of Microsoft Office Suite, specifically Word, Excel, and/or Access, or comparable applications, as well as familiarity with preventive maintenance software programs.

  • Knowledge and understanding of standard applicable building codes (i.e., Plumbing, HVAC).

  • Strong ability to manage conflicting issues using negotiation.

    Required Education and Experience:

  • Bachelor’s degree in business , Engineering, Urban Planning, Architecture, Transportation , or another related field. In place of a degree , an additional four years of related experience is required.

  • Minimum of seven (7) years of experience in an increasingly complex facility management role that includes broad exposure to Transportation, Stations , or Customer Service and Engineering operations.

  • Minimum of seven (7) years of experience managing other management personnel.

  • Valid Driver’s License

    The Following is/are preferred:

  • A thorough knowledge of GCT’s physical characteristics.

  • Master’s degree in Business , Engineering, Urban Planning, Architecture, Transportation , or other related field.

  • Experience in managing a diverse unionized workforce.

  • Professional Licenses

    According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

    Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
