S ummary

The Director of Safety ( Emergency Management Operations ) position involves critical responsibilities related to emergency operations, preparedness, compliance, and effective communication. Senior Director of Safety (Emergency Management-Planning) , the Director will assist the Director in the planning, development, organization, and administration of C&D emergency management procedures and protocols . This position encompasses a diverse array of responsibilities focused on emergency preparedness and operational response capabilities. The candidate must embody a proactive stance towards emergency management, exhibit exceptional communication skills, demonstrate acute attention to detail, and showcase adeptness in navigating high-pressure scenarios to guarantee seamless operational continuity during emergencies. During emergencies, th e Director of Emergency Management will coordinate the emergency response efforts and assist in mobilizing resources, managing response teams, coordinating with external agencies, and ensuring the effective implementation of response plan strategies. Shifts may require coverage on evenings or weekends . May require 24-hour or weekend availability for emergencies .

Responsibilities

Represents the Senior Director of Safety (Emergency Management-Planning) in conducting day-to-day operations and assists as required.

Assists in emergency planning at other MTA C&D facilities and job sites as required.

Remains informed on new legislation and regulations and ensures compliance as required.

Attends Emergency Operations Center meetings and conferences to represent the Agency in an emergency or event as needed .

Prepares and assists in documenting emergency management , including prevention, mitigation, preparedness, response, and recovery, to promote transparency and accountability.

Interact with the Business Unit Team and other Agency Emergency Management staff to proactively conduct presentations on various awareness and preparation topics.

Assist ed in coordinating and overseeing employee participation and completion of emergency response training programs.

Manages readiness document submissions and works with project teams and contractors to implement corrective actions and preventive measures.

Identify, develop, and deliver training on various emergency response training courses.

Evaluate and improve the resilience of emergency plans and procedures based on lessons learned and best practices.

Participate and assist in implementing and evaluating tabletop exercises, drills, and exercises to ensure Agency-wide emergency management preparedness and adherence to annual mandates.

Provide regular progress updates to the Assistant Vice President of Safety - Emergency Management.

Assist in preparing and releasing Emergency notifications to C&D staff and contractors, as required.

Assist in the delivery and oversight of the Emergency Management Program, including developing and implementing policies, procedures, and a gency-wide initiatives under the guidance of the Director of Emergency Management and senior management.

Coordinate the efforts of various agencies, departments, and organizations involved in emergency response, including fire departments, law enforcement, healthcare providers, and public utilities.

Effective communication and collaboration are crucial.

Collaborate on efforts to reduce the impact of disasters through mitigation strategies (e.g., floodplain management) and assist in the recovery process by connecting affected Agencies and contractors on capital programs with available resources and support.

Prepare assessment reports and presentations on emergency preparedness.

All related duties as assigned and required to support the continuity of emergency preparedness and events.

Education and Experience

Bachelor's degree in Engineering, Architecture, Construction, Safety Management , or Construction Safety.

Master’s degree preferred.

Must have a minimum of eight ( 10 ) years of experience in a position that is progressively responsible for emergency management, project management, business continuity, public transportation, or public administration, or experience in a large corporate or government organization with responsibility for producing actionable policies and plans.

Must have a minimum of six ( 5 ) years in a management or supervisory role and/or safety manager role in a large, multi-faceted organization.

Must have knowledge and practical experience with the Incident Command System (ICS).

Must have experience managing multiple competing priorities and deadlines

Competencies:

Strong communication skills, including the ability to communicate clearly and concisely, orally and in writing.

The flexibility to make quick decisions as disasters change and develop. The ability to remain calm under pressure.

Experience in developing Emergency plans and delivering emergency response training programs.

Must have experience managing multiple competing priorities and deadlines.

The ability to exercise tact and sound judgment.

Must comprehend written and verbal directives.

Must have knowledge and practical experience with the Incident Command System (ICS).

Proficient computer skills ( e.g., Windows environment, Microsoft Office, Teams, Excel, PowerPoint, PeopleSoft, Everbridge , etc.) and strong business administrative skills (e.g. , presentations, reports, letter writing, time management, etc.).

Analytical and strong organizational skills

Must be flexible to work outside regular work hours (i.e., evenings and weekends).

Demonstrated experience in conducting emergency preparedness inspections and audits.

ICS Certifications in 100, 200, 230 and 235C .

Driver's license required.

Preferred:

Knowledge of federal, state, and local (NYC) plan management best practices and familiarity with emergency plans, document structures, and formats.

Experience using Everbridge Emergency Management Notification and documentation software.

First Aid/CPR Certified

NYCEM Emergency Management Certification

FEMA certification or knowledge of NIMS, ICS , or HSEEP is preferred.

Hazardous Waste Operations and Emergency Response Standard (HAZWOPER)

ICS Certifications 300, 400, 700, 800, 1300,2200 are a plus

Possess a valid OSHA 30-hour card in the Construction Industry under five years old.

NYCEM Emergency Management Certification plus

Certification in Emergency Management (e.g., CEM, AEM) plu s

FEMA certification or knowledge of NIMS, ICS, or HSEEP plus

Hazardous Waste Operations and Emergency Response Standard (HAZWOPER)
