Job Description:
The Head of Consumer AML Financial Crimes & Fraud, Insider Risk role is accountable for the leadership, oversight, and sustainability of effective 1st line risk programs in the Consumer Bank related to AML/fraud and other financial crimes. This role sets the strategic direction of the AML/Financial crimes/Insider compliance for the Consumer Bank, partnering with 1A lines of defense (LOD) to successfully implement appropriate 2nd LOD policies and standards.
Depth & Scope:
Provides people management leadership by hiring the best talent, setting goals, developing staff, managing employee performance and compensation decisions, promoting teamwork and handling any/all disciplinary actions, as required
Responsible for developing and implementing strategies, objectives, plans and standards to assess and manage customer risk, and to monitor transaction activity in a manner consistent with regulatory requirements and the overall enterprise strategy and objectives
This includes enhanced due diligence, detection and investigation of suspicious activity, regulatory reporting, and quality assurance
Establishes and owns the risk program and process to ensure compliance with all risk mitigation activities for first line of defense in consumer
Supports ongoing oversight and implementation of AML, Sanctions, and Anti-Corruption compliance for the Consumer Bank
Develops and executes business-specific financial crime procedures & controls aligned with Enterprise policies and standards
Establishes Consumer Bank's Anti-Financial Crimes investment roadmap
Leads the Consumer Bank's AML program initiatives including risk assessments, policy and procedure revisions, and reporting
Creates the strategy and tactics for the Consumer Bank on Financial Crimes related incidents, to deliver containment and response
Owns Consumer Bank AML/Risk procedure alignment to AML policy for remediation activities, process improvement aligned with regulatory matters and regulatory & internal remediation responses and action plans
Leads the AML program initiatives for Consumer including risk assessments, policy and procedure revisions, and reporting
Analyzes regulatory requirements and evaluates impact to business, working with all 3 lines of defense
Executes customer, product/services due diligence activities and review of customer activity
Serves as primary point-of-contact for 2nd line AML team, Fraud Risk Management and 2nd line fraud operations for Consumer-related themes
Creates strategic alignment between Financial Crimes themes, business performance, industry trends, and AML/Fraud teams with 1st line Consumer Bank teams
Partners with Commercial Bank's similar role to share best practices and themes across AMCB
Partners with Regulatory Remediation executive to ensure that MRA remediations are done in a sustainable way
Escalates issues to 1B and 2LOD as well as partnering with the remediation team in developing and implementing action plans
Partners closely with internal bank teams (e.g central Sales Practice management teams), ensuring that Insider risk is monitored and measured and there is an effective 1st line program to mitigate the risk
Establishes standardized reporting and monitoring that measures the Consumer Bank's (and respective teams') performance on preventing Financial Crimes
Establishes and owns the risk program and process to ensure compliance with all risk mitigation activities for first line of defense in Consumer
Develops behavioral practices that eliminate insider risk and promote conduct aligned with TD's culture
Defines and implements holistic processes to provide effective oversight of the day-to-day management and mitigation of TD's Consumer anti-money laundering risk, operating within the defined AML Compliance Risk Appetite
Responsible for overall management of business operations required to support new requirements for AML and Road to Strong
Identifies emerging risks and consistently delivers to meet both regulatory delivery expectations and customer experience guidelines
Owns risks in day-to-day operations, relationships, products and services
Owns AML/KYC objectives, including customer outreach and acceptance of risk
Implements/maintains controls to manage risk and implements on-going monitoring; performs preventative [real-time] QA testing on operating effectiveness of controls

Education & Experience:
Bachelor's Degree required; Advanced degree highly preferred
10+ years of experience previously working in an AML and/or sanctions regulatory, legal or compliance role
Previous experience working in a bank setting, leading operational functions
Extensive knowledge of global AML sanctions and anti-bribery and corruption requirements as well as banking industry practices
Ability to identify emerging AML risks and help develop end-to end strategies to address them that are actionable, well controlled, and executed timely
Demonstrates a thorough understanding of the reporting requirements under the Bank Secrecy Act and the USA PATRIOT Act, and an understanding of the economic sanctions administered by the Office of Foreign Assets Control
