Human Resources Solutions (HRS) support the human resources needs of the Department of Social Services, the Human Resources Administration, and the Department of Homeless Services through strategic partnership and collaboration, with the goal of creating an inclusive, motivated, and client centered workforce.

The Office of Disciplinary Affairs (ODA) is one of three units involved in the disciplinary process, which includes the DSS Office of Labor Relations (OLR) and the Employment Law Division (ELD). ODA handles disciplinary matters for the Department of Social Services/Human Resources Administration/ Department of Homeless Services (DSS/HRA/DHS) employees.

Under general direction, with wide latitude for independent initiative and judgment, an Implementation Officer performs exceptionally difficult and specialized administrative work relating to processing personnel actions involving administrative actions, probationary/provisional terminations/demotions, immediate suspensions, processing absent without official leave (AWOL) cases and implements penalties as a result of disciplinary action.

Human Resources Solutions (HRS)/Office of Disciplinary Affairs (ODA) is recruiting for two (2) Principle Administrative Associates level III to function as Implementation Officers who will:

  • Conduct meetings with employees who are terminated during their probationary or provisional period; conduct meetings with employees concerning termination or suspension following an Informal Conference, Grievance Hearing, or Section 75 Hearing.

  • Prepare and process penalty related documents and enter information for the Payroll Management System (PMS) and NYCAPS to suspend, terminate or demote employee, stop paychecks and Health Insurance Benefits.

  • Request termination of computer access for employees who are suspended or terminated.

  • Draft and prepare letters for the Director’s signature for penalty implementations as a result of Informal Conference, Grievance, Section 75 Hearing, or settlement agreement.

  • Draft and prepare letters for the Director’s signature for administrative action or probationary/provisional terminations/demotions.

  • Prepare letters for immediate suspensions, sends letter to the Human Resources Business Partners, and places the employee on suspension in PMS.

  • Respond to requests for information concerning disciplinary cases/actions by obtaining relevant information and providing written information/documentation. Knowledgably and accurately convey agency policy to assigned program areas.

  • Initiate Absent Without Leave (AWOL) cases against employees by entering proper codes into NYCAPS and sending the employee an AWOL letter.

  • Scan documents into the electronic case files; scan documents into TEAMS/other programs and databases, at different stages of a case as directed; conduct quality control, (making corrective actions as needed), of documents into TEAMS by confirming that all the required documents and fields are inputted either through scanning or data entry.

  • Meet with employees returning from extensive absences without authorization and provides the M731 form for employee to return to work and contacts program areas in advance of an employee’s return from suspension to determine the work location for the employee.

Qualifications

  1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or

  2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or

  3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;

  4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
