S ummary

The Senior Director of Safety ( Emergency Managemen t Planning ) position is a crucial role that involves various responsibilities related to emergency preparedness, compliance, and effective communication. This position reports to the AVP of Safety and Emergency Management . It is responsible for developing and implementing emergency plans , training , and exercises, as well as administering C&D emergency management procedures and protocols. The Senior Director will be responsible for diverse tasks focused on developing and updating emergency preparedness and response capabilities. The ideal candidate must be proactive towards emergency management, display excellent communication skills, pay close attention to detail, and be adept at navigating high-pressure scenarios to ensure seamless operational continuity during emergencies. The candidate should also possess strong leadership abilities and organizational skills and be able to adhere to established timelines. Shifts may require coverage on evenings or weekends. May require 24-hour or weekend availability for emergencies.

Responsibilities

Represents the AVP of Safety and Emergency Management, overseeing day-to-day operations and assisting as needed.

Represent the Agency at Emergency Operations Center meetings and conferences during emergencies or events.

Attend weather update meetings, issuing alert notifications to C&D staff when necessary.

Monitor incident notifications, ensure compliance with policies , and t rack and record incidents until closure.

Stay updated on legislation and regulations for compliance.

Document emergency management activities related to prevention, mitigation, preparedness, response, and recovery.

Design , deliver, and coordinate various emergency management training and presentations , such as tabletop exercises and presentations, to Business Unit Executives and Agency staff to enhance emergency preparedness .

C oordinate and track employee participation in emergency management training programs .

Conduct Performance Management Program evaluations for assigned staff.

Develop readiness documents based on audit findings, collaborating with project teams and contractors for corrective actions.

Act as a liaison with local, State, and National agencies for emergency management coordination.

Plan, develop, and implement emergency management programs for construction sites in accordance with regulatory requirements.

A ssist in emergency planning at various MTA C&D facilities and job sites.

Participate in policy development committees and recommend improvements based on best practices.

Enhance emergency plans based on lessons learned and industry standards to improve resilience.

Assist in r eview ing and revis ing the Continuity of Operations Program (COOP) as needed.

Provide regular progress updates to the AVP of Safety and Emergency Management and /or executives, as well as assessment summaries highlighting strengths and areas for improvement .

Assist in hazard mitigation planning for emergency management efforts within the Agency.

Develop strategies to strengthen long-term risk reduction efforts through actionable programs.

Establish resilience metrics, tracking methods, and reporting systems for continuous improvement.

Issue emergency notifications to C&D staff as required.

All related duties as assigned and required to support the continuity of emergency preparedness and events.

Education and Experience

Bachelor's degree in Emergency Management, Construction Management, Safety, or a related field (Master's degree preferred).

A minimum of twelve ( 1 2) years of combined experience in emergency management and Safety, with a proven track record of success in the construction industry, is required .

Must have a minimum of five (5) years in a management or supervisory role and/or safety manager role in a large, multi-faceted organization.

Must have experience managing multiple competing priorities and deadlines.

Must have knowledge and practical experience with the Incident Command System (ICS).

Competencies:

Strong communication skills, including the ability to communicate clearly and concisely, orally and in writing.

Demonstrated experience in conducting emergency preparedness inspections and audits.

The flexibility to make quick decisions as disasters change and develop. The ability to remain calm under pressure.

Analytical and strong organizational skills .

Proficient computer skills (i.e., Windows environment, Microsoft Office, Teams, Excel, PowerPoint .

PeopleSoft, Everbridge , etc.) and strong business administrative skills. (i.e., presentations, reports, letter writing, time management, etc.).

The ability to exercise tact and sound judgment.

Must know about developing emergency management plans and protocols.

Organization and time management skills.

Must comprehend written and verbal directives.

Excellent communication, interpersonal, and presentation skills.

Ability to work independently and as part of a team in a fast-paced environment.

Must be available to work nights and weekends when operations require.

ICS Certifications 100, 200, 230, 235C, 300 .

Must be flexible to work outside regular work hours (i.e., evenings and weekends).

Experience in developing Emergency plans and delivering emergency response training programs.

Preferred :

Knowledge of federal, S tate, and local (NYC) plan management best practices and familiarity with emergency plans, document structures, and formats.

Experience using Everbridge Emergency Management Notification and documentation software.

Must be flexible to work outside regular work hours (i.e., evenings and weekends).

First Aid/CPR Certified within six (6) months of hire date.

NYCEM Emergency Management Certification .

Certification in Emergency Management (e.g., CEM, AEM) plus

FEMA certification or knowledge of NIMS, ICS , or HSEEP is preferred.

ICS Certifications (100, 200, 300,400, 700, 800, 1300,2200)

Driver ' s license req u ired .

Hazardous Waste Operations and Emergency Response Standard (HAZWOPER)

Possess a valid OSHA 30-hour card in the Construction Industry under five years old.
