The New York City Department of Transportation, IT & Telecommunication Division seeks to hire a Senior IT Architect to report to the agency’s Assistant Commissioner for the Project Management Office (PMO) and Business Relationship Management (BRM) team.

The Senior IT Architect will work on a myriad of legacy, existing and to-be-built applications under DOTs IT&T PMO and BRM.

Major Responsibilities:

  • Lead developers to create and deploy a citywide application to a critical city industry while aligning with DOT IT architecture guidelines.

  • Ability to cooperate with various Teams and achieve results working closely with business analysts, subject matter experts, developers and other IT Architects in the design, development, testing, implementation, and support of application projects.

  • Through collaboration and partnering lead technical teams through SDLC phases of analysis, design, development, unit/ integration/ performance testing and implementation as per specifications and system design. Perform detailed application design, database design, coding, and unit/ integration/ performance testing.

  • Design the best solution. Design, prepare detailed technical specifications, develop, and maintain mission-critical systems, and API integrations, implement web services, and create consumer-facing web applications.

  • Define application architecture, evaluate application stacks and integration options, document business volume metrics and build performance models.

  • Review requirement specifications and business process artifacts for proposed solution implementations. Ensure reusability and scalability within all applications built and/or inherited.

  • Understand existing application architecture/design and perform application development according to design specifications and coding standards.

  • Understand network design, security architecture and performance constraints. Implement best practices and methodologies for security, quality, and development approach.

  • Lead/act as the project team point of contact for OTI’s Software Security Assurance Program (SSAP)

  • Perform data modeling and logical/physical database design.

  • Develop and integrate complex application modules.

  • Participate in and contribute to formal/informal technical reviews and presentations. Apply technical knowledge to determine solutions and solve complex problems.

  • Research, present and/or make recommendations on technical issues. Explore new ideas and initiatives that encourage innovation.

  • Accurately estimate time required to complete development tasks. Collaborate with diverse teams. Demonstrate the ability to cooperate with a variety of people and achieve results. Proactively initiate, develop, and maintain effective working relationships with team members.

  • Mentor and guide developers and other architects in best practices, development processes, and software design.

  • Develop language and platform agnostic best practices, standards and special operating procedures for all Senior IT Architects and Developers.

  • Work alongside the Business Relationship Manager to ensure IT architects, developers and business analysts are in sync able to work together as efficiently as possible.

  • Create/update design artifacts and deliverables such as use case diagrams, application architecture, class/sequence diagrams, and high-level/detailed design documentation.

  • Work in full-stack development involving Microsoft.NET and SQL Server technologies for web, web service, and desktop application development using C#.NET, .NET Core, ASP.NET, ADO.NET, HTML 5, AJAX, WPF, WCF, MVC, jQuery, React,Entity Framework, LINQ, Visual Studio 2017/2019

  • Participate in the full development of Application Lifecycle Management (ALM) using Git/Microsoft Azure DevOps/Jira.

  • Understand requirements and transform them into functional applications in line with business objectives.

  • Implement design patterns Singleton, MVC, etc.) and follow design principles.

  • Work and offer technical support for web, mobile, and desktop applications.

  • Accountable for both front-end and back-end technologies in a web production environment.

  • Perform/manage relational database design, normalization, and T-SQL/stored procedures with SQL Server and generate reports using Microsoft SQL Reporting Services (SSRS), Ad-hoc reporting, and data migration/transformation using SSIS packages.

  • Test, monitor, and improve solutions through incremental updates/new features/optimization.

  • Rewrite/make changes in existing code structure to increase efficiency and performance.

  • Innovate and build high-quality software solutions.

  • Ability to learn new technologies and constantly influence the PMO and leadership to implement modern solutions.

Qualifications

  1. A baccalaureate degree from an accredited college in computer science, information systems, engineering, mathematics or related field and six years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or

  2. A baccalaureate degree from an accredited college and ten years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or

  3. Education and/or experience which is equivalent to "1" or "2" above.
