City of New York Senior Manager, Application Administration in New York, New York

Job Description

Hours/Shift: Day - Due to the necessary support duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or nights/evenings.

NYCHA IT Infrastructure and Operations (I&O) unit serves as the backbone of the Information Technology division. The unit ensures the Housing Authority has a strong, stable and secure technology environment that enables the business to deliver services to New Yorkers effectively and efficiently. I&O strives to use innovative ideas to optimize and manage its environment, implementing industry standard best practices and automated processes.

Reporting to the IT Infrastructure Management department within the I&O unit, the Database Administration team is responsible for system administration of business-critical infrastructure, databases, and application middleware. NYCHA team seeks a highly motivated individual with the following specifications to lead and provide application administration support.

Responsibilities will include:

  • Design, implement and maintain Oracle Application system to meet performance, availability, and security requirements.

  • Perform regular application capacity planning and provide recommendations for scalability and optimization.

  • Install, configure and upgrade Oracle Applications, Fusion middleware and Web Logic software and related tools.

  • Monitor application performance using tools like Oracle Enterprise Manager, Grafana and third-party monitoring solutions like Dynatrace.

  • Identify performance bottlenecks by analyzing query execution plans and utilizing performance tuning techniques.

  • Work with Database Engineering team to optimize Oracle database configurations, indexes, and database structures to enhance system performance.

  • Implement and manage application backup and recovery strategies to ensure data integrity and availability.

  • Implement and enforce security policies, access controls, and authentication mechanisms to protect sensitive data.

  • Regularly apply security patches and updates all application environment.

  • Ensure compliance with industry regulations and best practices related to data security and privacy.

  • Diagnose and resolve complex application and database related issues, including performance problems and data corruption and system failures.

  • Collaborate with application developers and infrastructure teams to identify root causes and implement effective solutions.

  • Develop and maintain scripts and automation process to streamline application maintenance tasks and routine operations.

  • Create and maintain comprehensive documentation related to application configurations, procedures and troubleshooting guidelines.

  • Generate regular and ad-hoc reports on application performance, maintenance activities and system health.

  • Provide guidance and mentorship to application administrators and team members, sharing best practices and promoting continuous learning.

  • Collaborate with cross-functional teams to influence architectural decisions and drive technical excellence.

  1. Candidates with permanent civil service status in the titles of Computer Systems Manager will also be considered.

Qualifications

  1. A baccalaureate degree from an accredited college in computer science, information systems, engineering, mathematics or related field and six years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or

  2. A baccalaureate degree from an accredited college and ten years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or

  3. Education and/or experience which is equivalent to "1" or "2" above.
