JOB TITLE : Senior Manager, HR Data Steward

SALARY RANGE : $140,000 - $155,000

LOCATION : 2 Broadway New York, NY 10004

HOURS OF WORK : 9:00 am - 5:30 pm (7 1/2 hours/day)

SUMMARY : This Position is responsible for the oversight of data stewardship and quality assurance around collecting, testing, collating, and evaluating issues and problems with HR data. The incumbent must drive compliance across People Data security authorization by developing auditable controls, cleanup user access, scandalizing PeopleSoft security HR roles, define user access by job duties, automate user provisioning to safeguard people data, and enforce separation of duties. He or she will also define the data and identify assets within applicable data domains/interfaces to ensure there is no conflict with other data elements. This role will also serve as the Agile product owner around HR system demands and is responsible for HR system planning, organization, creation, data-feeds, and publishing content on the Employee Interactive Hub/Portal. The incumbent must work closely with Leadership, Communications, and IT Product Management teams to effectively re-brand and develop viable solutions for the overall use of the HR ecosystems and content for the Portal that is valuable to the desired target audience.

RESPONSIBILITIES :

  • Responsible in the promotion of data accuracy and adherence to People Department defined data management and governance practices, as well as driving acceptance of HR enterprise data standards and policies across the various business segments and areas that utilize (formally and informally) HR data and information.

  • Accountable for ensuring that data-centric activities are aligned with the data management and governance program and leverage applicable data standards, governance processes, and overall best practices.

  • Advice on various projects and initiatives to ensure that any HR data related changes and dependencies are identified, communicated, and managed to ensure adherence with the People Department’s Data Governance established standards.

  • Work with departments to capture the desired dynamic data to gain organizational insight and address data analysis needs.

  • Perform and maintenance the Data Quality Assurance Program by running audit quires, track and report the status of production.

  • Identify relevant data sources and apply various tools and techniques to prepare and manipulate the data for analysis, meaningful visualization, reporting, and present findings and recommendations.

  • Contribute to team effectiveness on new analytics framework, methodology, and practices.

  • Mine massive amounts of Agency and in-house data and extract valuable insights.

  • Collaborate with Audit, Compliance, Legal (internal/external) and MTAIG to mine and extract data.

  • Perform all other responsibilities and projects as assigned by the Senior Management.

    KNOWLEDGE, SKILLS, AND ABILITIES :

  • Ability to partner with the business and technical subject matter experts to ensure standardization of operational information and execution of data projects are defined and implemented.

  • Proficient working knowledge of creating and modifying queries in PeopleSoft

  • Familiarity with KPI performance metrics and ability to meet and identified targets.

  • Working knowledge and use of PeopleSoft or related database software.

  • Ability to assess problems and promptly resolve or identify an appropriate team to resolve.

  • Ability to handle sensitive situations and maintain a high degree of confidentiality.

  • Ability to write, edit, and understand SQL statements, Python code, or R Programming

  • Strong data domain knowledge in PeopleSoft HR, Benefits, Recruiting, Time and Labor, and Enterprise Learning Management tables/database

  • Working knowledge and use of MS Power BI

  • Must possess strong computer and communication skills – written and verbal presentations.

  • Excellent conceptual and analytical reasoning competencies.

  • Comfortable working in a fast-paced, high-growth technology, and highly collaborative environment.

  • Process-oriented with excellent documentation skills, including strong Excel & PowerPoint skills, Visio flows, and mock-up creation.

  • Ability to prioritize and execute multiple tasks in time-sensitive situations with attention to details.

  • Excellent interpersonal and customer service skills with the ability to build positive relationships at all levels of the business.

  • Must be able to maintain a high level of integrity and confidentiality.

    EDUCATION AND EXPERIENCE :

  • Bachelor’s degree in human resources, Business, Computer Science, Information Management, Statistics, or Finance. An equivalent combination of education and experience may be considered in lieu of a degree.

  • A minimum of (3) years of experience working in a Shared Service environment automated Human Resources Administration environment to include updating employee records utilizing PeopleSoft and/or a comparable System.

  • Minimum of (8) years of knowledge and work experience in Data Management and Governance with strong data management background who understands data, how to ingest data, proper data use/consumption, data quality, and stewardship.

  • Strong understanding and (8 + years) working experience with multiple application data conversions around new and existing systems implementations.

    PREFERRED :

  • Master’s degree in human resources, Business, Computer Science, Information Management, or Statistics

  • Familiarity with data exploration/data visualization tools like Tableau, PeopleSoft EPM, Web Focus, Oracle Business Intelligence, or Oracle Analytics Cloud.

  • Ability to write, edit, and understand Python code, or R Programming.
