S ummary

Highest level position in Quality, Regional Program Coordination , and Applied Engineering Systems Programs. Has broad authority for decision-making and staffing while responsible for providing leadership for successfully delivering capital & operating programs within the Bridges & Tunnels business Unit in MTA Construction & Development. Accountable for the long - term strategy and day-to-day implementation of the Programs.

Responsibilities

The VP and Deputy Program Executive will provide vision and leadership for the strategy and implementation of the Quality, Regional Program Coordination , and Applied Engineering Systems Programs.

The VP will lead cross-departmental capital & operating program management contracting strategies, policies, procedures, and processes.

The VP is responsible for successfully managing and mentoring staff to enable the agency to deliver complex capital projects.

Manages program activities to minimize the impact on agency operations and the public.

Responsible for the management and oversight of all Applied Engineering systems , including but not limited to Weigh in Motion, Structural Health Monitoring, Bridge Underdeck Travelers, Main Cable , and Anchorage Dehumidification systems to e nsure they are functioning as intended, and necessary repairs, maintenance , and oversight of these systems is performed.

Responsible for oversight of quality management and interfaces/ partners with internal C&D Executive Managers, Consultant/Contractor senior management representatives, and other internal and external shareholders to identify and initiate new and/or changes to quality processes and requirements for capital & operating project management improvements.

Coordinate program activities with the executive and senior leadership teams, C&D staff, contractors, consultants, MTA operating agency staff, and other stakeholders.

Identify issues and risks and ensure timely resolution and mitigation.

Recommend solutions to executive management for the resolution of critical issues.

Ensure program activities follow established requirements and adhere to all relevant standards, guidelines, codes, regulations, policies, and procedures.

Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

Continuous improvement to programs to drive critical changes and enhancements in quality, engineering systems , and lessons learned.

Manage staff selection and coaching, training, development, evaluation , and discipline/termination as needed.

Education and Experience

Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field.

Must have a minimum of sixteen (16) years of related experience.

Must have a minimum of ten (10) years in a management or supervisory role and/or Program/Project manager role in a large, multi-faceted organization.

Competencies:

Licensed Professional Engineer required.

PMP and CCM Certifications are preferred.

Significant experience in program management for major construction programs or projects with highly complex systems preferred.

Substantial experience leading and managing contractors, subcontractors, or vendors.

Excellent communication and interpersonal skills.

Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal organizational levels.

Demonstrated ability to work in a high-profile, high-pressure environment effectively.

Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement.

Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.

Must possess excellent team-building , listening, problem-solving, and prioritization skills.

Alternative Delivery experience preferred.
