Public Buildings Service Construction Control Representative in Newark, New Jersey

Summary As a Construction Control Representative, you will have project management responsibility for assigned projects from the preliminary identification stage through initiation, planning, execution and project closeout stages. Location of position: General Services Administration, Public Buildings Service (PBS), Region 2 NJ Field Office in Newark, NJ. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Meets with entities such as contractors, manufacturer representatives, lessors, and/or Government agency representatives to establish construction requirements. Performs construction inspections during all phases of construction for compliance with negotiated contract aspects. Develops construction project scope-of-work files, which may include a written narrative, plans, sketches, specifications, and/or other design documents, to define the intent of assigned projects. Acts as a subject matter expert on construction contracts for various projects, which may include preservation, restoration, alteration, and/or rehabilitation. Serves as a Contracting Officer’s Representative (COR) throughout full pre-award to closeout lifespan of Architecture and Engineering (A/E) contracts. May be required to participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area). If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. SPECIALIZED EXPERIENCE: To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience applying engineering methods and techniques and construction practices related to building systems (e.g. heating, ventilation, air conditioning, architectural finishes, electrical systems, fire protection systems, or plumbing systems, etc.); defining requirements with customers; developing construction cost estimates; inspecting construction; administering construction contracts; and reading and interpreting engineering and architectural plans and specifications. Such experience must also include independently managing projects and/or large portions of projects (balance scope/quality, schedule, and budget) requiring the services of multiple disciplines from project initiation phase through project closeout.
