Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC (INFORMATION SYSTEMS/MILITARY) (T32), Position Description Number D2931000 and is part of the RI 143d Force Support Squadron. Its primary purpose is to plan, organize, administer, and troubleshoot the operation and data base integrity of the Military Personnel Data System in support of military human resources management functions. Responsibilities Serves as the primary point of contact to ensure the effective operation of satellite human resources interface with United States Air Force (USAF) servers and related human resources computers both hardware and software. Provides training on utilization of the different components of the Military Personnel Data System (MILPDS). Provides technical guidance regarding the overall scope of the MILPDS and interfacing systems to identify and solve personnel system related problems, which could inhibit or prevent a high state of readiness. Serves as the system manager for case management tracking systems. Responds to inquiries from all MAJCOM managers, base-level personnel system managers, and Defense Finance and Accounting System (DFAS) personnel. Plans, directs, controls all aspects of the various Personnel Data Systems (PDS). Manages, directs, and controls the operation of PDS to include the Military Personnel Data System (MilPDS), Virtual Personnel Center (vPC), Personnel Records Display Application (PRDA) Enterprise Output Manager (EOM) and others, and related systems interfaces. Provides technical support to include system security, user account management, user access and connectivity, and monitors application software releases. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MILITARY GRADES: E6 - E7 GENERAL EXPERIENCE: Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences as a GS-09, GS-10, or the equivalent in regard to human resources programs, such as federal civilian, military, or National Guard technician personnel programs. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement. Have working knowledge of the Army and Air National Guard organizational structures; organizational and manpower standards; manpower resources; military grades; manpower data systems; peacetime and wartime manpower requirements and utilization; and, commercial services to include strategic sourcing. Experienced in performing military personnel activations, deployments, and redeployments. Knowledge of readiness status reports and their direct use by managers or commanders. Competent in writing, designing, formatting, publishing, and presenting specific program assigned work to peers and immediate supervisors at workshops or special committee meetings. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian and military promotions. Experienced in conducting reenlistments, assignment and reassignment actions, human resources development programs, education and training policy requirements, retraining procedures, or retirements. Competent in discussing the equal opportunity and sexual assault prevention and response programs. Have experiences in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs. Competent in personnel plans, programs, and policies, and advised others on their implementation activities. Skilled in applying program directives, policies, and training manuals. Knowledgeable on manpower resources and allocations in support of the Army and Air National Guard planning, programming, budgeting and implementing procedures. Working knowledge in merit principles, prohibited practices, performance management, and productivity programs; and, experienced formulating process improvement, best practices, and performance techniques. Education Education may not be used as a substitution for experience in this occupational series and grade.
