The Pharmacy Office exists to develop and implement prescription drug strategy that achieves the Department’s objectives to control prescription drug costs while improving the health of Medicaid and CHP+ members; manage the operations associated with the Medicaid prescription drug and DME benefits; drive effective prescription drug Affordability policy for the State; where appropriate, operationalize the policy associated with the State’s prescription drug Affordability policy; apply the state pharmacy rules in a fair and reasonable manner to ensure that providers can continue to provide high quality services and Medicaid clients can continue to have adequate access to pharmaceutical care.

The Pharmacy Office manages the following benefits: outpatient drug, physician administered drug, and durable medical equipment. The Office also manages the contract with the Department’s pharmacy benefit management system (PBMS) and handles the system changes needed for the PBMS. The PBMS adjudicates outpatient pharmacy claims, handles pharmacy prior authorizations, and manages federal and supplemental rebates. The Drug Importation unit, which is separate from the Medicaid functions of the Pharmacy Office, is seeking federal authorization to create, implement and operate a drug importation program. HCPF has submitted an application to the Food & Drug Administration (FDA). The Drug Importation Administrator will assist the Program Manager in the planning and implementation of Colorado’s Drug Importation Program.

We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid, to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage.

Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.

Description of Job

The Pharmacy Office welcomes your interest in the Drug Importation Administrator position. This position is the staff authority in the policies and regulations related to Colorado’s Drug Importation Program and management relies on this expertise when deciding broad, critical program policy decisions and when writing summaries and reports, when completing applications, and when documenting the planning and implementation process.

Responsibilities in this position include:

  • Work with the Program Manager in the planning and implementation of Colorado’s Drug Importation Program (Program).

  • Provide necessary amendments and supplemental application information to the Food & Drug Administration (FDA).

  • Conduct policy and Program research and analysis work with Program vendors to meet Program goals and deadlines.

  • Develop metrics, conduct research, and analyze pharmaceutical data.

  • Develop and maintain the importation drug list and provide stakeholder support.

MINIMUM QUALIFICATIONS:

Experience Only:

Seven (7) years of professional experience in health care policy with experience in administration of a health care program, healthcare project management , or an occupational field closely related.

OR

Education and Experience:

Bachelor's degree from an accredited institution in health care administration, business administration, public administration, information technology , or a field of study related to the work assignment

AND

Three (3) years of professional experience in health care policy with experience in administration of a health care program, healthcare project management , or an occupational field closely related.

Preferred Qualifications:

  • Experience in drug pricing legislation and policy

  • Experience in the pharmaceutical industry (E.g. drug wholesalers, medication dispensing, pharmaceutical companies, pharmacy benefit management)

  • Experience with health care policy analysis and development

  • Related State of Colorado experience

    CONDITIONS OF EMPLOYMENT
