Overview

Tanaq Government Services (TGS) provides facilities Operations & Maintenance (O&M) services to Federal customers. Services provided include complete building maintenance and operations on large complex individual buildings as well as multiple buildings on large campus type environments including military installations. TGS is a subsidiary of the St. George Tanaq Corporation, an Alaskan Native Corporation (ANC) committed to serving Federal customers while also giving back to the Tanaq native community and shareholders.

About the Role

We are seeking a full-time Contract Manager to provide all management and supervision of staff necessary to accomplish transient aircraft services at Joint Base Pearl Harbor-Hickam, HI.

The Contract Manager (CM) will report to the TGS General Manager and will be responsible for the performance of the work. The CM will have full authority to act for TGS on all contract matters relating to the daily operation of the contract. The ideal candidate will have comprehensive knowledge of logistics support services on large military installations.

The Contract Manager will be required to be available to be contacted 24/7 (including weekends, after hours, and holidays, as needed) and will be responsible for ensuring services are accomplished in accordance with the Performance Work Statement.

This is a fully onsite position at Joint Base Pearl Harbor-Hickam in Hawaii.

Responsibilities

  • Manages a team performing transient aircraft services, which include, but are not limited to, aircraft movement, aircraft operations, assisting concurrent servicing operations, safety management, special events support, emergency and exercise support, order and turn in of parts from the Air Force Supply System, requested vehicle escorts, and management of publications and forms.

  • Manages a team performing these services to meet transient aircraft arrival, aircraft operations, and departure schedules established by the customer.

  • Plans, organizes, and manages a staff providing labor support services that are subject to variable levels of customer support in regard to magnitude, frequency, and timing of customer training requirements.

  • Manages compliance with contract terms, conditions, and obligations. Develops a professional working relationship with crucial contract personnel and establishes official lines of communication. Provides quality control, inventory management, record keeping, and management reporting.

  • Develops, establishes, administers and maintains a Quality Management System (QMS). The QMS must have the capability to detect quality program problems and defects, identify root causes for quality related problems/defects, correct the root causes of detected problems/defects, and implement checks and balances to ensure quality related problems/defects do not reoccur.

  • Develops, establishes, administers and maintains an effective self-inspection program and Quality Control Plan (QCP) that meets the intent of FAR 52.246-4 to assure compliance with contractual performance standards as specified by the customer.

  • Both the QMS and corresponding QCP must cover all TA services and include scheduled and unscheduled inspections, frequency of inspections, name of inspectors, and periodic security checks. Records of inspections and corrective or preventative actions must be maintained and made available to government personnel until the end of the contract’s period of performance.

  • Develops and maintains a work center employee safety program in accordance with Occupational Safety and Health Administration (OSHA) standards.

  • Supervises staff; ensures a competent, motivated team through hiring, training, counseling, supervising, and reviewing the performance of employees.

  • Schedules and prioritizes tasks and ensures adherence to procedures, regulations, and guidelines while minimizing errors and safety risks.

  • Manages staff crew schedules and work assignments, timecards, sick days, and vacations for staff to ensure work coverage and customer satisfaction.

  • Attends all meetings in regards to inbound/outbound transient aircraft support requirements, applicable deployment requirements, exercise requirements, quarterly FOD meetings, and the Hazardous Material Management Program when invited by the COR, Contracting Office, or Airfield Manager.

  • Participates in a variety of meetings with customers, staff, and other stakeholders regularly.

  • Performs other duties and special projects as assigned.

Requirements

Required Experience and Skills

  • Minimum of 3 years of project management experience within the past five years of experience relevant to base / facility support or a contract similar in scope to the one specified.

  • Demonstrated experience managing and supervising staff providing transient aircraft services and support for military and/or commercial aircraft and/or logistics support services on large military installations highly desired.

  • Demonstrated experience acting as the lead on all contract matters relating to the daily operation of a federal government contract.

  • Management skills to hire qualified employees, provide for their professional development, effectively administer performance management and disciplinary processes, and appropriately address employee relations.

  • Knowledge of planning, purchasing, and project management.

  • Computer literacy, including skills to operate word processing, spreadsheet, Internet, and presentation software applications.

  • Knowledge of agency, Federal, and international handling, packing and shipping requirements for hazardous and non-hazardous materials and items preferred.

  • Ability to build effective working relationships with staff, customers, and others.

  • Flexibility to adapt to changing work priorities.

  • Good communication skills including ability to speak, read, and write the English language.

  • Demonstrated organizational, problem solving and common-sense skills.

  • Abide by the Federal Drug-Free workplace policy.

  • Must be able to pass background check requirements as set by clients.

  • Valid driver’s license and clean driving record required.

  • Must possess and maintain U.S. security clearances at the minimum classification level of “Secret”, or the ability to obtain a security clearance. Must be able to pass a National Agency Check Investigation.

  • United States citizenship is required.

Education and Training

  • Bachelor’s degree or a comparable combination of formal education and related work experience

Pay Range

The projected hourly pay range for this position is $35.32/hour - $35.32/hour USD.
