THE POSITION

As the Director of the Bureau of Clean Water, you will be pivotal in overseeing Pennsylvania's water resources and environmental protection initiatives. Your responsibilities will encompass managing programs such as the National Pollutant Discharge Elimination System (NPDES), permitting and compliance for public sewage and industrial wastewater facilities, Total Maximum Daily Load (TMDL) development, establishing water quality standards, and stormwater management. DESCRIPTION OF WORK
In this capacity, your duties will encompass establishing water quality standards, performing monitoring and assessments, managing municipal sewage planning in accordance with Act 537, and supervising NPDES permitting and inspections for point source discharges. Furthermore, you will be responsible for WQM permitting related to land discharges and facility construction, offering technical assistance to wastewater treatment facilities, and licensing Sewage Enforcement Officers. You will also manage a nutrient trading program and conduct inspections of biosolids treatment facilities and residential septic systems. A crucial aspect of your role will involve serving as a liaison between the Bureau and six regional Clean Water programs, ensuring the effective implementation of uniform strategies and technical guidance while aiding in the resolution of intricate issues.
The Bureau of Clean Water oversees Pennsylvania's Clean Water initiatives, dedicated to safeguarding and maintaining the state's extensive water resources, which encompass 86,000 miles of streams and lakes.

Work Schedule and Additional Information:
Full-time employment
Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
Telework: You may have the opportunity to work from home (telework) part-time, up to 2 days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
Nine years of professional experience in an engineering field and coordinating environmental protection-related programs that include four years of managerial experience in a water management regulatory program, and a bachelor’s degree in a civil or environmental engineering field or related discipline; or
An equivalent combination of experience and training that includes four years of professional environmental protection managerial experience in a water management regulatory program.
Special Requirement:
This position requires possession of an active Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists or a reciprocal jurisdiction.
Additional Requirements:
You must be able to perform essential job functions.
Preferred Qualifications (not required):
Experience with National Pollutant Discharge Elimination System (NPDES) permitting and compliance monitoring programs.
